Main Purpose of Job

This position functions as the Deputy Director for the Office of Fair Practices with the responsibility of assisting and supporting the Office of Fair Practices Director.

POSITION DUTIES

The position is responsible for the planning, implementing and monitoring compliance of the Department's Equal Employment Opportunity (EEO) Program with responsibilities toward Title VI and Title VII. The position assists with providing, operation and administration of the Department's EEO, Bullying and Sexual Harassment Prevention training and education; supervises and monitors the case intake process and EEO Investigators. The incumbent of this position must exhibit a high level of discretion and integrity due to the degree of confidentiality and extremely sensitive nature of matters handled by this specific section.

This position assists with monitoring compliance with equal opportunity laws, regulations, codes and policies; investigating and mediating complaints of discrimination, harassment, retaliation, and unfair practices; providing assistance, consultation, and training to employees, supervisors and commanders/directors to address workplace conflicts, employee grievances, minority business enterprise goals and other occupational and personal problems that may be adversely affecting the employee's work environment or job performance.

Other duties assigned by the Director or Command Staff of the Maryland State Police.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university.

Experience: Six years of experience is administrative or professional work, to include, EEO/Fair Practices duties.

NOTE: Additional experience in EEO/Fair Practices setting, may be substituted on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. Knowledge of federal and State statutes, to include but not limited to, Title VII, Title VI, Title 20 and ADA regulations governing employment.

2. Managerial/supervisory experience with planning, implementing and monitoring compliance of EEO Programs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204 (b) (6) of the Public Safety Article, candidates for positions in this classification will be subject to an initial drug screening, a physical examination and a complete criminal background investigation, to include a polygraph examination, before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED category and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select the individual to fill the vacancy.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
