Introduction

The Department of Information Technology was created by 2008 legislation in an effort to consolidate state agency information technology functions and policies into one department; elevating the department to one that reports directly to the Governor.

In addition to its larger statewide role, the Department of Information Technology manages Information Technology and Telecommunication services within the agency itself and provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch.

Striving to provide the highest level of customer service to its internal and external customers, the Department of Information Technology supports Maryland’s agencies and commissions through its leadership and strategic direction for Information Technology and Telecommunications, establishing a long range, target technology architecture, encouraging cross agency collaboration and advocating best practices for operations and project management.

Main Purpose of Job

The Information Technology IT Procurement Specialist is a hybrid position which specializes in researching, developing, writing, editing, and generating technical specifications for complex Information Technology related solicitations.

This position is an advanced level of work writing IT specifications and advanced planning documents.  The IT Procurement Specialist is proficient in the field of science and technology and responsible for writing IT specifications in a clear and concise manner to ensure that technical specifications and requirements are properly included in departmental solicitation documents. 

In addition to developing technical specifications, this position is responsible for solicitation review as per the Department of IT/State of Maryland Guidelines, contract formation, evaluating, negotiating through the competitive procurement process as permitted by COMAR Title 21 State Procurement laws, departmental policy, and procedures. 

This position requires good communication and writing skills and the ability to translate communication and documentation needs to business and technical teams, the capacity to manage high stress situations and manage various projects simultaneously and with accuracy, knowledge of technical writing techniques and practices with an understanding of key business processes associated with information technology services. 

This is a Management Service position which serves at the pleasure of the appointing authority.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree in engineering, computer science, business, business administration, management or in academic area related to Technical Writing, Communications, English Journalism or related degree from an accredited college or university.

Experience:  Five years of experience reviewing, editing, and/or creating IT technical documents in a solicitation environment.

DESIRED OR PREFERRED QUALIFICATIONS

Our preferred candidate will have the following:

Working knowledge of information technology services and systems.

Experience in government solicitations.
