LOCATION OF POSITION
MDH, Medical Care Programs, Office of Long Term Services and Supports (LTSS), Baltimore, MD
Main Purpose of Job
This position serves as the Assistant Director for Quality and Utilization Control, under the Medical Care Program’s Office of Long Term Services and Supports (LTSS). The purpose of this position is to plan and direct the functional operations and processes pertaining to certain home and community- based services (HCBS) under the OLTSS to improve efficiency, effectiveness and overall program quality. The Assistant Director evaluates and seeks to continuously improve all functions within those HCBS, including: Utilization Control, Assessments and Nurse Monitoring, Participant Enrollment and Case Management, Appeals and Home and Community-Based Settings. The Assistant Director also designs and implements processes that streamline linkages to the Office of Health Care Quality (OHCQ) and Maryland Board of Nursing (MBoN) as a component of a seamless Incident Management System. This position plans and directs program service utilization and requires collaborative and process- driven management to assure program integrity and the provision of quality services in a cost- effective manner. This position directly relates to the mission of the Medical Care Program – specifically, assuring access to medically necessary health care services to Marydanders who cannot afford them.
MINIMUM QUALIFICATIONS
Qualified applications must possess a bachelor's degree from an accredited college or university and 6 years of professional health services administrative experience, including at least three years of experience in population health or quality improvement and 3 years of supervisory or managerial experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred candidates will possess experience in monitoring contracts and managing stakeholder interactions.
Preferred candidates will also possess:
- At least three years of experience with quantitative or qualitative data analysis
- Familiarity with Code of Maryland Regulations (COMAR) pertaining to nursing practice in the State of Maryland and nursing supervision and delegation as it pertains to Residential Service Agencies (RSA)
