Main Purpose of Job

The main purpose of the job is to function as the Deputy Program Manager for the State Department of Assessments and Taxation (SDAT), Charter Legal Division and to function in the absence of the Program Manager. The incumbent is required to supervise Charter Specialists, Paralegals, Professional Staff and Administrative Support Staff and to review for legal sufficiency and accept or reject business entity documents which are legally required to be filed with SDAT. This position must, with a focus on customer service, respond to inquiries from the general public; officers, directors, attorneys and other representatives of business entities; and representatives of other government agencies. The concerns covered by these inquiries include, but are not limited to: the creation, termination and status of a variety of types of business entities; ground rent filings, the protection of security interests and collection of fees and taxes through Uniform Commercial Code Filings, the status of documents filed with this Department, and assistance in serving legal process on business entities.

POSITION DUTIES

1) This position fulfills all duties performed by the Chief Legal Program Manager
during the Program Manager’s absences. The incumbent plans, organizes and
reviews through immediate supervisors the work production of the charter legal
staff including office secretaries, administrative aides, paralegals and attorneys.
The position provides technical guidance to subordinates.
 2) The incumbent functions as a Customer Service Representative for the
Department when needed at the customer service counter, on the telephone and
through email. This includes prompt resolution of legal and administrative issues.
 3) The incumbent advises and counsels officials and directors of possible or
existing business entities, their attorneys or representatives as to the proper
procedures to be followed to obtain or maintain good standing with the State of
Maryland or to accomplish a certain transaction or to file personal property returns
etc.
 4) The incumbent reviews corporation and other business entity documents for
legal sufficiency pursuant to Maryland laws and regulations and accepts or rejects
filed documents and provides detailed instructions to correct deficiencies. The
incumbent is also responsible for the Ground Rent Registration and Redemption
programs and for Transfers of Controlling Interest filings including the investigation,
legal research and negotiations involved. The incumbent problem-solves difficult
filings and transactions.
 5) As an expert with regards to Charter Legal and the functions of the Department,
this position communicates on a daily basis with the general public, members of
the bar, the courts and other government agencies to inform, instruct and advise
them with respect thereto. The incumbent makes appropriate referrals to other
agencies or resources for those requesting further information on starting and
operating a business. These communications occur via mail, in person,
telephonically and via fax.
 6) The incumbent continually researches and interprets Maryland statutes, case
law and regulations to maintain a high level of expertise and competence in those
areas which are the responsibility of the Department. The incumbent works to
improves processes and operations of the Charter Legal office.
7) The incumbent is responsible for supervision and evaluation of subordinates.
8) Performs all other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Graduate of an accredited law school

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit,  conducting legal review and research, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Graduate level law school education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

Basic understanding of the laws and legal concepts of corporations and business associations.
Experience leading a team in a fast-paced, customer service oriented work environment.
Experience with completing legal research and review of complicated subject matter.
