The Maryland-National Capital Region Emergency Response System (MDERS) is seeking a highly-qualified Planning and Organization Program Manager (PM) to oversee the internal and external planning and organization efforts related to emergency response capabilities and operational procedures executed during routine and large-scale emergency incidents. The PM will be responsible for creating Capability Development Plans, which encompass every aspect of project management from inception to full operationalization. Development of these plans requires a high degree of collaboration among numerous stakeholders, including coworkers, stakeholders, leadership, responders, and the community. The complex projects and programs undertaken by MDERS require expertise in project management and emergency management planning practices. The broad portfolio of concurrent projects demands the ability to manage multiple simultaneous projects and programs with competing priorities. The PM will also work closely with stakeholder agencies to evaluate response plans for operational readiness and interoperability challenges, then assist in correcting issues to optimize response capability. All endeavors will carry the organization towards its vision and be in compliance with the Strategic Plan. The PM is responsible for updating and maintaining a wide array of documentation associated with the planning and organization facets of the organization. The PM will also be responsible for representing MDERS and stakeholder agencies on multiple local, state, regional, and federal committees. The PM will lead a staff of personnel to assist with planning and will schedule, assign, monitor, coach, counsel, and train them. Skills:
· Ability to thoroughly plan all aspects of project and program management in order to create Capability Development Plans that will guide the investments and activities of MDERS.
· Ability to initiate, design, develop, execute, and evaluate emergency response and project management plans.
· Ability to lead groups of stakeholders, MDERS staff, and leadership to achieve consensus on developing an appropriate multi-year strategic plan that achieves optimum response capability for a variety of MDERS stakeholders that include fire, EMS, law enforcement, public health, emergency management, and hospital personnel.
· Ability to create polished, visually appealing written products to effectively convey plans and other critical materials to staff, stakeholders, and public.
· Ability to manage a broad portfolio of concurrent projects and programs with competing priorities.
· Ability to coordinate with vendors and stakeholders to provide outsourced materials to stakeholders.

· Ability to create strategic plans, budgets, and project schedules to produce deliverables within parameters set forth by subject matter experts, oftentimes on an ambitious schedule.

Duties:
· To build MDERS targeted capabilities, lead strategic planning activities that involve coordinating with MDERS stakeholders to assess needs and requirements.
· In cooperation with ERS coworkers, stakeholders, and leadership, author MDERS multiyear Strategic Plan with measureable outcomes.
· Based on strategic plan and identified priority capability needs, create thorough Capability Development Plans that guide the management of each individual project and program from inception to full operationalization.
· Develop, maintain, and update ERS Target Capabilities List.
· Coordinate closely with Director, Finance and Logistics Program Manager, Training and Exercise Program Manager, Data Analyst, and others to ensure planning incorporates all aspects of capability-building cycle and all efforts are synchronized.
· Guide subordinates and coworkers in effective project management in accordance with PMP principles.
· Crosswalk existing plans to determine discipline-specific readiness and interoperability challenges; address challenges among impacted stakeholders through future planning efforts.
· Develop plans that complement those of other disciplines and provide for overall interoperability and coordinated response.
· Based on plans, develop multi-year budget and investment proposals in cooperation with Finance and Logistics Program Manager.
· Complete Project Management Plans and similar documents to petition for funding in future investment strategies.
· Apply the POETE cycle principles to all aspects of planning process.
· Establish relationships with planning counterparts in the National Capital Region and coordinate for regional interoperability that supports MDERS capability development.
· Establish relationships with each stakeholder discipline to facilitate the development of capabilities.
· Work with Metropolitan Washington Council of Government Emergency Support Function Committees, Regional Programmatic Workgroups, Specialty Subcommittees; partner ERS programs; State committees; and other regional groups to ensure Maryland ERS participation, representation, and coordination.
· Evaluate and track progress of all projects and programs; make recommendations for plan adjustments, when necessary to achieve desired outcome.
· Coordinate with the MDERS Finance and Logistics Program Manager to manage the Planning and Organization budget, reimbursement process, vendor contracts, and grant requirements for MDERS-sponsored planning activities.
· Oversee the daily work of MDERS staff assigned to the Planning and Organization program and schedule, assign, monitor, coach, counsel, and training them.
· Develop MDERS Annual Report to summarize progress of ERS over past year and planned next steps.
· Schedule and lead a variety of internal MDERS meeting and external meetings with stakeholders and others. Create agendas, document the meetings, and follow up on action items.
· Develop, analyze and document metrics for measurement of the outcomes of the planning initiatives.
· Maintain all plans, policies, and other pertinent documentation on secured ERS website for stakeholder access.
· Maintain public-facing website related to activities of the MDERS.
· Create a variety of reports using MS Word.
· Create a variety of Excel spreadsheets that document the work of the Planning and Organization program, as well as the overall MDERS effort.
· Create a variety of PowerPoint presentations for MDERS staff, stakeholders, and others.
· Deliver a variety of oral presentations to MDERS staff, stakeholders, and others.
