Introduction

The Maryland Higher Education Commission (MHEC), is seeking experienced and energetic individuals to fill the position (s) of Staff Specialist I, II, and III in their new unit of Academic Program Review, Office of Academic Affairs.

Main Purpose of Job

A Staff Specialist I, II, III, Higher Education is work in the administration of postsecondary educational programs for the Maryland Higher Education Commission (MHEC). Employees specialize in educational program services and support and provide advice, consultation and technical assistance to other educators and administrators in educational institutions and agencies. The Staff Specialist position is assigned duties and responsibilities pertaining primarily to academic program review.  The position reports directly to the Associate Director for Academic Program Review.

MINIMUM QUALIFICATIONS

Education: Possession of a master's degree or at least 36 hours of equivalent post-baccalaureate course work.

Experience: Three years of administrative or teaching experience in post-secondary education programs.

Notes:

1. Possession of a doctoral degree may be substituted for two years of the required experience.

2. Two additional years of experience in post-secondary education may be substituted for the master's degree or 36 hours of equivalent post-baccalaureate course work.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

 Staff Spec III

  1. At least one year experience in leading a standalone project from start to finish with at least one other team member.   
  1. At least one of the following:   
    1. At least three years of experience in preparing qualitative analyses and providing relevant recommendations based on an analysis.
    2. At least three years of experience interpreting, implementing, or enforcing rules, policies, regulations, or law.   
  1. At least one of the following:   
    1. At least three years of work experience at a state agency, federal agency, governmental organizations, or accrediting agency.
    2. At least three years of work experience at a public or private college or university, or elementary or secondary school.
Staff Spec II  

At least one of the following:   

  1. At least two years of experience in preparing qualitative analyses and providing relevant recommendations based on an analysis.
  2. At least two years of experience interpreting, implementing, or enforcing rules, policies, regulations, or law.
  3. At least one year of experience in analyzing or evaluating workforce need.     

At least one of the following:   

  1. At least one year of work experience at a state agency, federal agency, governmental organizations, or accrediting agency.
  2. At least one year of work experience at a public or private college or university, or elementary or secondary school.

Staff Spec I

At least one of the following:   

  1. At least one year of experience in preparing qualitative analyses and providing relevant recommendations based on an analysis.
  2. At least one year of experience interpreting, implementing, or enforcing rules, policies, regulations, or law.   

At least one of the following:   

  1. At least one year of work experience at a state agency, federal agency, governmental organizations, or accrediting agency.
  2. At least one year of work experience at a public or private college or university, or elementary or secondary school.

SPECIAL REQUIREMENTS

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.
