Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Professional VIII. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Baltimore City, Maryland.

POSITION DUTIES

The purpose of this position is to assist in executing the mission of the Department of Labor and achieving the agency's goals; to manage and coordinate the activities of the Benefits Accuracy Measurement (BAM) Program which consists of two major divisional programs: Paid Claims Accuracy (PCA) and Denied Claims Accuracy (DCA) programs. To administer the Data Validation (DV) program and oversee the completion of the Tax Performance Systems (TPS) program by developing, coordinating and ensuring the review activities mandated by the US Department of Labor (USDOL) are executed. These programs are mandated nationally by USDOL.

Supervise, plan, and organize the work of the Benefit Accuracy Measurement (BAM) program as mandated by the US Department of Labor; assign cases to ensure varied and equal distribution of workload; Monitor the timeliness performance of BAM investigators to determine whether Quality Control (QC) completion requirements are met; detect problems that may exist which could hamper timely completion of BAM cases; Monitors training needs and assign BAM staff to training, as needed; develop and implement training materials and information pertaining to program changes as determined by US Department of Labor and BAM peer case reviews; attend pertinent BAM training sessions given via webinars or at various US DOL Regional locations in order to adopt best practices and obtain current information and trends; Direct investigators on the correct procedures for coding and sub-coding of BAM cases; Perform cursory reviews of all cases selected for federal monitoring; Present and defend Maryland BAM cases during USDOL Peer Review sessions;

Review BTQ monthly totals (separation/non-separation issues) for accuracy of randomized selection and proper number of issues reviewed the previous year; submit all results to USDOL via automated software or MS Word reports; draw conclusions from Computed Measures, Systems Reviews, and Acceptance Sample findings, to make timely and quality

determinations; prepare recommendations for corrective action; prepare written reports for each function and a final report of findings, obtains an extract of Data Validation (DV) benefit transaction files (universe) from the Office of Information Technology (OIT) unit and upload the information to Coordinator’s personal computer; transfer the universe of data to US Department of Labor software used to perform the automated validation function. Identify errors, incomplete, or rejected items and submit programming issues to Office of Technology staff.

MINIMUM QUALIFICATIONS

Experience: Eleven years of experience, seven years of experience supervising staff in a public or private agency related to rendering and/or determining eligibility for a Human Service Program and an additional four years of experience in a public or private agency related to rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigation program.

Note: Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and seven years of experience supervising staff in a public or private agency related to rendering and/or determining eligibility for a Human Service Program for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Have experience working with unemployment claims
2. Have experience adjudicating claims

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of

Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
