IT Liaison/Data Security Analyst

Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Professional IX. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

POSITION DUTIES

Responsible for ensuring Maryland Unemployment Insurance benefit system (BEACON) is secured at all times both online and off premise infrastructures, weeding through metrics and date to filter out fraudulent activity, and finding and
mitigating risk before they can occur. Generating reports and make the necessary changes for a more secure network and may also create training programs and modules to educate employees and users on proper security protocols. This position is also responsible for setting security roles for internal and external users. Making sure the division is up to date on all security- related information
which includes incident response and disaster recovery plans for the benefit system BEACON.

Daily supervision of lower level staff, conduct security assessments through vulnerability testing and risk analysis, performs both internal and external security audits, analyzing security breaches to identify the root cause, continuously updating the program managers of incidents and response and disaster recovery, verifying the security of third-party vendors >and collaborating with them to meet security requirements, review security measures and operate and give suggestions how to upgrade the BEACON systems to enable security software, test and evaluate new technology that can improve the benefits
system. Analyze IT requirements and provide objective advice on the use of IT security requirements. gather feedback from end users to continue to improve systems, design, analyze and implement efficient IT security systems, monitor program issues or problems, suggest any possible fix for detected vulnerabilities to maintain a high-security standard, develop program “best practices” for IT security. Perform daily test to ensure the system is working properly. Provide weekly data reports on the operation of the system.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Eight years of experience supervising staff in a public or private agency related to rendering and/or determining eligibility for a Human Service Program.

Note: Candidates may substitute additional experience in unemployment insurance as defined above for the required education at the rate of one year of experience for one year of education, for up to four years of the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- Excellent written and oral communication skills
- Ability to identify and mitigate network vulnerabilities
- Knowledge of firewalls and other data concepts
- MBA in Information Systems, preferred

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of

Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
