Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Professional IX  with the functioning title of UI Telecom Project Manager. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The purpose of this position is to serve as the Maryland Division of Unemployment Insurance Telecommunication/ Project Manager to assist in executing the mission of the Maryland Department of Labor and achieving the agency's goals through the administration and support of Unemployment Insurance communication systems; telecommunication reporting.

Provide Excellent Customer Service, Administer and support business and public facing telecommunication systems for the Division of Unemployment Insurance for both internal and external customers statewide. Manages and oversee the divisions’ phone severs/ systems, voicemail, automated call distribution systems, and associated applications. 
The Project Manager will provide direction to staff; collaborate with MD DoIT and other internal units in the development and implementation of telecom plans; and provide technical advice and guidance to lower level staff. 
Leads unit in delivering innovative solutions and excellent customer service. 
Act as the project manager for small to mid-size projects involving telecom.  
Support all aspects of the existing PBX( monitors each sites PBX daily to diagnose any supplementary, minor or major alarms and take proper action), and call centers including administration of the IVRs,  Automated Call Distribution software (ACD) routing, hard phones, telephone applications, trunking, dial plans, software, and hardware upgrades. 
Identify the requirements of current system and determine the cost of equipment, devices and services to maintain the system.
Oversees and manages the divisions Global Navigator (GNAV) Infotrel (divisions call accounting system).  Monitors and ensures security policies are followed when handling all telecommunications equipment. Ensures that all telecommunications equipment meets agreed backup and disaster recovery needs, and all processes are regularly tested. 
Tracks and reports on metrics to show compliance with established service level agreements (SLAs). Authors, reviews, and edits an RFPs. 
Identifying all mandatory requirements, deliverables and milestones resulting in a completed RFP to publish. 
Identifies process improvement opportunities, through increased use of application programming interfaces (APIs), mobile applications, improved knowledge and data management, and new technologies.  
Authors, reviews, and edits RFP document to ensure that it conforms to and in compliance with the State template and methodology. 

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Eight years of experience supervising staff in a public or private agency related to rendering and/or determining eligibility for a Human Service Program.

Note: 

Candidates may substitute additional experience in unemployment insurance as defined above for the required education at the rate of one year of experience for one year of education, for up to four years of the required education.

SELECTIVE QUALIFICATIONS

Applications must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire.

Must have two years of experience proficient knowledge and hands-on experience working on carrier-based telecommunication systems, unified communications, and VOIP.
Must have two years of experience writing, reviewing, and editing of RFPs.
Must have two years of experience of Project Management in an IT/Telecommunications environment

DESIRED OR PREFERRED QUALIFICATIONS

Bachelor’s degree from an accredited college or university concentrated studies in Telecommunications, Computer Information and Network Security Highly organized with a strong problem-solving aptitude and meticulous attention to detail. 

Must be able to successfully lead, manage and mentor a team that contributes to multiple projects and clients while collaborating directly with internal customers, other agencies and third parties proven ability to effectively manage fluctuating workloads. 

Proficient in Microsoft Office (including Project Management), Visio and using other data analysis software. 

Has strong communications skills both written and verbal particularly the ability to communicate technical information to non-technical audiences. 

PMI PMP certified

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DOL/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
