The Water and Science Administration is recruiting for a contractual Natural Resources Planner I position in the Water Supply Program.  This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The mission of the Water Supply Program is to ensure safe and sustainable supplies of water for drinking and other purposes to meet current and future needs of communities and ecosystems. This mission is accomplished through proper planning for water withdrawal, protection of water sources that are used for public water supplies, oversight and enforcement of routine water quality monitoring at public water systems, regular onsite inspections of water systems, and prompt response to water supply emergencies. The Water Supply Program’s activities help to ensure safe drinking water for more than 5.7 million Marylanders.
 
The Natural Resources Planner I is an entry level position in the Water Supply Program, Planning & Compliance Division. This position manages compliance efforts required by other divisions of the Water Supply Program (WSP). The incumbent in this position will be responsible for ensuring compliance with conditions of Maryland Water Appropriation Permits, state law pertaining to the testing for lead in schools, and provisions of the Safe Drinking Water Act (SDWA) violations. Responsibilities also include resolving Significant Deficiencies and enforcement related to the Board of Waterworks and Waste Systems Operators as well as the Board of Well Drillers. This position involves reviewing and making recommendations on Corrective Action Plans and proposing technical and regulatory solutions to compliance issues with persistent and/or difficult-to-resolve violations. The incumbent will coordinate with other divisions in WSP and work directly with a variety of stakeholders, including water system operators, well drillers, farmers and engineering firms.
 
The incumbent of this position may be required to drive a State vehicle. Employees are required to maintain a valid driver’s license in the State of Maryland with no more than 5 points on their current driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: None.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required education.

It is preferred that the selected candidate have the following:


  • Experience and/or knowledge of environmental planning and compliance.

SELECTION PROCESS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
