This is a contractual (hourly) position with the Department of General Services, with the option to renew on an annual basis.

LOCATION OF POSITION

This position is with the Maryland Department of General Services - Inventory Standards and Support Services Division (ISSSD).  The position is located at 301 W. Preston Street, Baltimore, MD 21201.

Main Purpose of Job

This position is responsible for assisting in the development and implementation of the electronic Statewide Excess and Surplus Property Disposal System.

Duties for this position include but are not limited to:
• Assists in the daily operation of the Statewide Disposal Program.
• Evaluates efficiency of operation and develops, revises, and recommends new policies, standards, and workflow procedures, using new technology.
• Interprets and applies the application of agency policies, rules, and regulations to accomplish the work of the division.
• Determines and defines project scope and objectives; and meets with stakeholders to clarify specific requirements of the project.
• Creates and maintains comprehensive project documentation, and utilizes industry best practices, techniques, and standards throughout the entire project execution.• Prepares budget based on scope of work and resource requirements, and measures project performance to identify areas for improvement.
• Develops comprehensive project plans to be shared with stakeholders as well as other staff members.

MINIMUM QUALIFICATIONS

Experience:  Eight (8) years of experience in administrative staff or professional work; or possession of a Bachelor’s degree from an accredited college or university and four (4) years of experience in administrative staff or professional work.
This experience must include at least four (4) years of experience in inventory management, warehousing, logistics or materials management.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.
• Strong familiarity with project management software tools, methodologies, and best practices is preferred.
• Experience seeing projects through the full life cycle and completing according to the outlined scope is preferred.
• Excellent analytical skills and problem-solving skills.
• Strong work ethic and self-motivation toward excellent job performance.
• Strong customer service background.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

• Must be willing to travel throughout the State to various sites.
