Main Purpose of Job

Perform tasks to ensure DJS compliance with various federal and state laws and policies that prohibit discrimination against applicants, employees and youth in DJS care and custody. Specifically, investigate internal and external complaints filed pursuant to federal and state anti-discrimination laws and policies; process applicant and employee reasonable accommodation requests; monitor and assist with implementing the DJS Limited English Proficiency (LEP) program; assist in developing and delivering training on various fair practice and EEO-related topics; respond to confidential inquiries from staff

POSITION DUTIES

  • The position assists with intakes complaints of discrimination by thoroughly interviewing complainants to assist with preparing relevant documentation for preliminary investigation by reviewing and evaluating the facts of the complaint; and explains applicable laws and regulations to advise complainants and respondents of their rights, legal requirements and responsibilities – daily basis. 

  • The position assists with investigating and adjudicating formal internal/external complaints in accordance with SPP Title 5, Code of Maryland Regulations (COMAR), State Government Article Title 20, Title VII of the Civil Rights Act of 1964, and other applicable federal and state statues, regulations, and policies governing equal opportunity and access in employment. In addition, on behalf of the Department and in conjunction with legal counsel responds to complaints and information requests from the Maryland Commission on Civil Rights (MCCR) and the U.S. Equal Employment Opportunity Commission (EEOC). 

  • The position assists in conducting and coordinating departmental training in the areas of EEO, Sexual Harassment, and other EEO related topics. 

  • The position assists annually with developing and analyzing the Office of Equity and Inclusion Management Accountability System goals and objectives; assist with preparing the MSP EEO report; assists with conducting site inspections; and assist with coordinating, preparing, and updating unit policy statements and standard operating procedures. 

  • Other duties as assigned.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.  

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Familiarity with Title VII, Title VI, Title 20 and Title II ADA regulations as well as other Federal and State laws governing employment. 
2. Experience handling investigations and/or  complaints of discrimination. 
3. Experience conducting, delivering and formatting training related to EEO, Diversity,  or Equity, Inclusion. 
4 .Experience assisting in the development of policies and procedures.  
5. Experience with planning, implementing and monitoring compliance of EEO Program.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

Applicants who meet the Minimum Qualifications will be placed on the eligible list categorized as QUALIFIED, BETTER QUALIFIED, OR BEST QUALIFIED. Candidates shall be certified to the eligible list for a period of one year.
