Introduction

The Maryland Department of Labor, Division of Workforce Development and Adult Learning (DWDAL) is accepting applications from qualified candidates forADMINISTRATOR I in the Business Service unit within the Office of Workforce Development (OWD).  Please be advised that frequent travel may be required and a State vehicle may not always be available. Reimbursement for use of personal vehicle will apply according to the State travel policy.

Main Purpose of Job

The primary mission for the RBSC is to serve as the MDOL regional area business service liaison and subject matter expert ensuring the effective local implementation of the Maryland Workforce Innovation Opportunity Act (WIOA) State Plan including cultivating best practices, developing a systems approach that fosters the inclusion of all core and combined program partners, and identifying professional development needs for the system and its partners. At the local regional level, the RBSC will create a coordinated and integrated system of data sharing and service delivery to businesses statewide which is focused on the needs of business while allowing opportunities for Marylanders to gain meaningful employment. The RBSC is responsible for initiating, delivering, and monitoring demand-driven support services to meet business workforce development objectives.

POSITION DUTIES

Manages a dedicated and systematic business customer outreach for collecting current local business data, ensuring that the system is collaborative and reciprocating with valuable local regional area economic information and access to WIOA workforce system assets to all employers in local regional area. Through face-to-face business customer engagements, meets with company leadership to review company operations and understand the unique business challenges and opportunities impacting organizations throughout their business life cycle and develop customized solutions to resolve complex and unique business challenges. Learns about local regional businesses in need of high-level, expert consulting through daily communications with members of the Labor business services team, from the MD Department of Commerce, from the Governor’s office, from the Governor’s Workforce Development Board, from the local area Economic Development Commission, from headlines in the media, and from other miscellaneous sources.

Conducts outreach services and communicates on all Laor resources to develop solutions that meet customer business life-cycle needs (e.g. talent acquisition, retention, training) including outreach for Maryland Business Woks (MBW), Maryland Apprenticeship and Training Program (MATP), Youth Apprenticeship (AMP), Layoff Aversion/Rapid Response, Trade, Disability Employment Initiatives (DEI), Tax Credits, Maryland Employment Advancement Right Now (EARN), as well as other current, relevant MDOLresources. 
Connects subject matter experts to business customers and/or local partner connections to gain more specific details on Labor resources. In collaboration with regional area WIOA business partners establish connections, refers employers to, and assists employers in utilizing, the appropriate WIOA resources to improve recruitment and retention, employment and re-employment success; and, minimize turnover and absenteeism; 
 Promotes employee development, training, staffing strategies, labor market information, business and marketing planning, growth strategies, operational needs assessments, and other services made available through the WIOA network.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.  

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

SELECTIVE QUALIFICATIONS

Two (2) years of sales or business outreach experience. 
One (1) year experience delivering presentations to group

DESIRED OR PREFERRED QUALIFICATIONS

Two (2) years of business engagement experience
Knowledge of registered apprenticeship programs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Contractual Benefits

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave Benefits

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
