Main Purpose of Job

This position serves as a high-level administrator responsible for the complete oversight of staffing requests, approval, and fulfillment for the COVID-19 Recovery Program at the Maryland Department of Health. This includes ownership of the staffing resource request process for the entirety of the COVID 19 response for the State of Maryland. The position is responsible for evaluating the organizational design of the program for equity purposes and engaging in workforce planning efforts in relation to the future needs of the organization. This process requires an evaluation of the current and future needs of the Recovery Program, determining the levels of staffing required, and making recommendations for the best methods of filling the required roles.

This position manages a team of five external consultants to fulfill staffing needs in the areas of testing and vaccination for external partners in the community, Local Health Departments, and others as needed, as well as internal administrative and project manager roles within the Recovery Team. Internal requests are analyzed for organizational need and equity in relation to the organizational structure of the COVID Recovery Program. Internal positions are analyzed and evaluated for placement within the State Personnel Management System classification and grade structure as appropriate. This includes assignment of the resource request to the appropriate method of fulfillment and liaising with external vendors as appropriate to ensure timely and effective placements are made. The position works with the Office of Human Resources to facilitate posting of positions within the State Personnel System, and with the Budget Management Office to ensure correct funding is allocated for new positions. The position liaises with identified candidates to facilitate onboarding and participates in candidate interviews and selection processes as necessary. External requests are evaluated for appropriateness in relation to the anticipated number of patients and clinical on-site needs. The position ensures that all staff placements are in compliance with the stipulations of the vendor contracts from which staff are being placed in tandem with the contract monitor for the designated contract. 

This position is responsible for serving as the SME for staffing for the Executive Leadership Team for the COVID Recovery Program. This includes serving as the HR Professional for all HR related matters including handling performance concerns, onboarding, offboarding, termination, and any other personnel matters. This position briefs leadership concerning staffing issues and concerns and reports out on any required meetings. The position tackles special projects related to staffing as required.

MINIMUM QUALIFICATIONS

Experience: Nine years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1.  Candidates may substitute the possession of a bachelor's degree from an accredited college or university and five years of experience in administrative staff or professional work for the required experience.  One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates should possess the following:
  • Experience in Human Resources and/or staffing; and,
  • Experience with Project Management.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
