Introduction

The Maryland Higher Education Commission (MHEC), is seeking an experienced and energetic individual to fill the position of Administrative Officer II in their new unit of Academic Program Review, Office of Academic Affairs.

POSITION DUTIES

The Administrative Officer II represents administrative work requiring regular use of independent judgment and analysis in applying and interpreting complex administrative plans or policies. Employees are assigned administrative responsibilities involving the analysis of operational programs or procedures with recommendations for improvements. Employees in this classification may supervise professional, technical or clerical staff. Employees in this classification receive general supervision from a higher-level administrator or management official.

The Administrative Officer II position in the Division of Academic Program Review, under the supervision and direction of the associate director, is expected to independently plan and coordinate academic program proposals and provide general administrative support to the staff within the Division of Academic Program Review.  The Administrative Officer II is expected to:


Coordinate academic program proposals from degree-granting institutions, such as: managing inboxes, payments, preparing formal documentation, manage, organizing, and maintain paper and electronic files according to record retention policies.

Manage and maintain the Academic Program Inventory (API), such as: updating the API at least weekly, conduct periodic reviews and audits of API and course catalogs, research and rectify discrepancies, coordinate updates with IT staff.

Academic Program Review, such as: conduct initial completion checks for program proposals and communicate necessary revisions or deficiencies to appropriate institutional representatives.

Participate in workgroups, such as: preparing various reports, taking meeting minutes, representing the agency. The Administrative Officer II is expected to develop and contribute to procedural manuals and work-flow charts related to academic program review.  The Administrative Officer II is expected to participate in the formulation, establishment or modification of procedures, processes, and regulations through analysis of alternatives, trends, available resources and projected needs related to academic program proposals, such as developing forecasts, and preparing proposals or procedures for orderly compliance with regulatory and statutory deadlines  The Administrative Officer II is expected to confers with colleagues, supervisors, and non-agency staff (e.g., college and university leadership and representatives) in order to exchange information regarding academic program review, and interpret policies or offer recommendations.  The Administrative Officer II is expected to coordinates inter-agency transactions and provide liaison with officials at colleges and universities, officials in other agencies in the State, legislature, the federal government, private industry or local government agencies.
  

MINIMUM QUALIFICATIONS

Experience: Six years experience in administrative staff or professional work.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from a college or university and two years of experience in administrative staff or professional work for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Administrative experience at a higher education state agency.

Experience at a state agency, federal agency, governmental organizations, or accrediting agency. 

Experience at a public or private college or university, or elementary or secondary school.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.
