POSITION DUTIES

This position functions as the entry level Human Resources professional for Western Maryland Hospital Center. This position is responsible for performing recruitment and selection activity by evaluating position descriptions to determine appropriate classifications, ensuring all procedures are followed in recruitment process in accordance with State, Federal, and DHMH laws and policies. This position will serve as a specialist in all HR Generalist functions including employee leave programs, health benefits, retirement, and employment services by ensuring compliance with all established policies and procedures, evaluating agency policies to maintain and improve efficiency with employment services. This position serves as a backup to the HR Director, learning to interpret policies, educate managers and supervisors in matters related to Employee Relations. Working closely with the HR Director, this position will learn to research administrative/HR laws and will assist in making recommendations to managers and management on disciplinary actions, grievance resolution.

NOTICE: Federal COVID-19 Vaccination Requirement for Certain Maryland Department of Health (MDH) Employees Per the emergency regulation issued by the U.S. Centers for Medicare & Medicaid Services (CMS) (86 FR 61555), and as permitted to go into effect by the U.S. Supreme Court on January 13, 2022, all staff at the Maryland Department of Health’s CMS certified health care facilities are required to receive either a first or single COVID-19 dose and provide proof of their vaccination status by January 29, 2022. If selected for this position, candidates will be required to provide proof of vaccination status or have an approved religious or medical exemption prior to appointment.

MINIMUM QUALIFICATIONS

Experience: Four years of professional HR management work experience in the areas of recruitment, classification, salary administration, employee relations, test development and validation or as a generalist.

Notes:

1. Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the required experience. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions.  Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment actions.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classification or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the  required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience compiling and reporting data
  • Experience using various computer software applications such as word processing, spreadsheets and database applications

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
