Main Purpose of Job
The Maryland
State Department of Education (MSDE), through the State Personnel Development Grant (SPDG) awarded by the U.S. Department of
Education, will develop personnel preparation and professional learning
strategies that builds the systemic capacity of elementary schools to increase
the mathematics achievement and social-emotional competence of children with
disabilities.
This position is
responsible for collaborating with the Principal Investigator and Co-Principal
Investigator to ensure that the work of the SPDG is carried out as
planned. The Coordinator collaborates
with MSDE SPDG staff, Division of Early Intervention/Special Education Services
(DEI/SES) staff, and manages the work of the SPDG Stakeholder Advisory Group,
and interactions with national experts in mathematics and social-emotional
learning. Also the Coordinator
collaborates with the SPDG lead staff in the conduct of the evaluation of SPDG
progress, data collection, coordination of team work, and proactively plans
communications across multiple organizations and groups.
POSITION DUTIES
Leads and Collaborates with MSDE SPDG
staff, DEI/SES staff to ensure the components of the SPDG is carried out as
planned.
- Manages the work of the SPDG Stakeholder Advisory Group and interactions with national experts in mathematics and social-emotional learning.
- Leads the compilation of literature related to evidence of effective practices in mathematics and social-emotional learning (SEL) practices.
- Collaborates with the Design Team and Local Education Agencies (LEAs) to draft guides for implementation based on the design of math and SEL evidence-based practices.
- Collaborates with the national experts in mathematics, SEL, universities, and other stakeholders to coordinate the design of evidence-based practices for teaching specially designed mathematics instruction and integrated social-emotional learning that will be applied across university courses, State technical assistance, and local professional learning/coaching activities.
- Compiles information for presentation at Stakeholder Advisory Group meetings.
- Determines the extent to which university faculty, MSDE staff, and local professional developers teach math and SEL evidence-based practices.
- Facilitates a focus group on math and SEL practices to support SPDG work.
- Writes the annual report as required by the U.S. Department of Education Office of Special Education Programs.
MINIMUM QUALIFICATIONS
EDUCATION: Master’s Degree or equivalent 36 credit hours of post baccalaureate
course work in Special Education, Education,
Related Services, Education Administration-Supervision or a related field.
EXPERIENCE:
Five years of administrative or teaching
experience in, or affiliated with, an education program, including two years of
experience in coordinating or administering an education program or
service directly related to Special Education, and/or mathematics-social-emotional
learning programs for students with disabilities.

- Candidates may substitute two additional years of experience [cq1] directly related to the position option for the required education.
- Candidates may substitute the possession of a Doctorate degree at an accredited college or university in a field related to the position for one year of the required experience.
- The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Special Education field of work on a year-for-year basis for the required experience and education.

- Knowledge of Special Education services and mathematics-social-emotional learning programs for students with disabilities
- Knowledge of evidence-based professional learning strategies and coaching methods.
- Knowledge of methods associated with delivering specially designed mathematics instruction and integrated social-emotional learning.
- Knowledge of implementing specially designed instruction in general education elementary classes.
- Skill in coordinating projects, activities and staff with regard to strict program specifications and requirements.
- Skill in developing and presenting professional learning programs.
- Ability to collaborate and interact with national experts, other state agencies involved in the network of State Personnel Development Grants, organizations and staff in Local Schools Systems, Institutions of Higher Education and other stakeholder organizations.
- Ability to organize, prioritize and manage multiple tasks and apply laws and regulations governing special education programs.
- Ability to work as a team member and establish and maintain effective working relationships
- Ability to communicate effectively, both orally and in writing.
