Main Purpose of Job

The main responsibilities of this position are to serve as the Maryland Lottery and Gaming Control Agency’s (MLGCA) legislative liaison, assist in the development of the MBE goals for the VLT facilities, ensure compliance with MLGCA’s mandatory and statutory reporting requirements, coordinate Public Information Act Requests and Citizen Inquires, assist Executive staff in developing policies and procedures on behalf of the Agency, and serve as the regulations coordinator for the Agency.

POSITION DUTIES

Legislative Responsibilities:

- Assists in reviewing agency suggestions for new legislative initiatives and making recommendations regarding the merits of each.

- Drafts and oversees legislative proposals, justification, explanations, and/or history of each proposal for submission to Governor’s Office.

- Reviews/revises legislative proposals drafted by other members of the Agency.

- Assist with coordinating the submission of the proposed legislative package through the Governor’s Office to the General Assembly.

- Coordinates all responses to Joint Chairmen’s Report on behalf of the Director.  Ensures due date compliance.  

- Reviews all legislation submitted during the session and determines if the MLGCA might be affected.  Coordinates the MLGCA’s comments on these proposals to the Governor’s Office. 

- Reviews fiscal notes for submission to the Department of Legislative Services and serves as the primary point of contact for DLS regarding the fiscal notes.

- Monitors the progress of legislation (hearing, voting sessions, floor discussions, conference committees, etc.), as well as the capital and operating budgets.

- Drafts amendments for legislators and the Agency.

- Provides assistance to legislators in addressing constituent concerns relating to the MLGCA. Identifies legislative proposals affecting the Agency, coordinating and/or analyzing the effect of such legislation to ensure that the Agency’s official legislative position on bills and amendments is accurately stated.

- Develops and monitors responses to specific legislation and requests as it relates to a specific hearing.

Monitoring the MBE goals for each VLT facility

- Meets with representatives of each VLT facility to understand contracting needs as it relates to the procurement of supplies, services, maintenance, construction and other aspects of the VLT facilities. 

- Works in conjunction with the Governor’s Office of Minority Affairs (GOMA), other state agencies and consultants, to set separate goals for specific phases of work at each VLT facility, and where appropriate, sets separate goals for contracts of significant duration, scope and size.  

- Monitors GOMA reporting of MBE goal attainment, ensures the accuracy of GOMA reports and presents such reports to the Director, Deputy Director, Chief of Staff and Lottery and Gaming Control Commission.

Assists with Legislative Requests and Citizen Inquires.  

- Directs, administers, and develops policies and procedures for the coordination of citizen inquires and legislative requests. 

- Coordinates with appropriate Agency personnel for all responses to citizen inquires. 

- Coordinates, tracks, and monitors responses, and ensures due date compliance.  

- Compliance of MLGCA’s mandatory and statutory reporting and response requirements.

- Meets and coordinates with staff designated to draft specified reports.

- Represents, meets, coordinates, and interacts with other state agency staff for entrance and exit meetings with auditors of the Office of the Legislative Auditors. 

- Coordinates, tracks, and monitors MLGCA’s mandatory and statutory reports are filed with the appropriate entities, and ensures due date compliance.


MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from an accredited college or university and at least 3 years of professional policy and/or legislation development experience, with at least 3 years of supervisory or managerial experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

- Prior policy and legislation experience.

- Strong writing and communications skills.

- Prior knowledge and/or experience working with the Government agencies.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
