Main Purpose of Job

This position is responsible for directing, leading, and managing the activities of the Land Acquisition and Planning Unit (LAP) for the Maryland Department of Natural Resources (DNR). This includes administering land acquisition and planning programs for DNR as follows: This position is responsible for leading LAP's role in the planning, management, and stewardship practices for DNR's approximately 500,000 acres of public land and over 100,000 acres of conservation easements. It is also responsible for Stewardship Review of potential land acquisitions. Emphasis is placed on conservation of the public's interest in natural resources as well as compliance with laws and policies. This position also leads LAP's land acquisition program in which land and conservation easements are acquired for conservation and recreation. This position and unit are responsible for capital programs and a capital budget ranging annually from $40 million to $200 million. These programs include State-side Program Open Space (including Heritage Conservation Funds), Local-side Program Open Space, Community Parks and Playgrounds, Rural Legacy, Conservation Reserve Enhancement Program easements, Land and Water Conservation Funds, as well as various other funding sources including other federal grants. This position is responsible for ensuring that all such acquisitions are consistent with DNR's policies and priorities regarding the project type, cost, and location. All acquisition programs are administered to achieve the goals and objectives of the Department, and specifically aim to acquire lands for the public interest with priority placed on sound environmental, ecological, and recreational use of such lands. This position and unit are responsible for ensuring that all grants to local jurisdictions and local partners are utilized in a manner consistent with the terms of the grant, applicable law, and the policies of DNR. This position and unit are responsible for leading real property management functions, including mapping, digitizing, surveying, and providing technical support regarding boundaries on public lands. The unit provides technical support for boundary encroachments and boundary line disputes related to public land. The unit is also a manager of the AIMS inventory system, which provides detailed mapping and a comprehensive inventory of information about each parcel of public land. This unit is responsible for the Department's Curatorship Program. This position and unit are also responsible for contracts, leases, deeds, and other real property instruments impacting DNR's lands. LAP is responsible for negotiating, drafting, and executing these agreements as well as tracking all revenue producing leases, licenses, easements, management and other agreements related to DNR land. 

This unit is responsible for monitoring and enforcing conservation easements held by DNR. The unit is responsible for maintaining, managing, and tracking information related to lands protected by conservation easements held by DNR. This unit is responsible for preparation of the Statewide Land Preservation and Recreation Plan, assembling pertinent information from local jurisdictions and the public to inform the State's needs regarding conservation and recreational amenities. 

This position represents DNR to members of the public, stakeholders, partners, and governmental bodies from local to Federal government entities. This position represents DNR before committees of the General Assembly and requires frequent interaction with elected officials, private citizens, stakeholders, and members of the media. This position works directly with leadership of other agencies such as the Department of General Services and the Department of Planning to coordinate on interrelated programs and coordination. This position is responsible for providing information and correspondence for the Secretary and the Governor related to LAP. This position also oversees preparation of new legislation and regulations affecting DNR's lands and land acquisition programs and leads the unit's response to legislative proposals impacting programs administered by LAP. The position relates directly to the mission of DNR by providing publicly accessible land and open space for the enjoyment of Maryland's citizens as well as ensuring proper stewardship for public lands to the benefit of the Chesapeake Bay.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: 10 years professional experience including: Six years of experience in land conservation, real property management, or grant administration, including the administration of policies and resources related to program management.

SELECTIVE QUALIFICATIONS

5 years of the above experience must involve the supervision of employees.
