Introduction

The Maryland Public Service Commission is seeking a Special Assistant to the Commissioners, focusing on data analysis and policy research. This position will directly support the Commissioners by conducting moderate to complex data analysis and research, as well as performing other duties.

This position is a “political special appointment” and serves at the pleasure of the Appointing Authority (“Commission”).

Main Purpose of Job

This special assistant role will directly support the Commissioners with data analysis, policy advice and research, as well as certain administrative duties.

POSITION DUTIES

This position will directly support the Commissioners by conducting moderate to complex data analysis and research, as well as performing other duties. Excellent written and verbal analytical and communications skills are required to perform the duties of this position, which generally include:

Reviewing, evaluating (includes data analysis), and assisting Commissioners with pending matters before it, including testimony and pleadings submitted to the Commission, and on matters before federal or other state regulatory agencies; 

Working on emerging issues in the energy industry; 

Preparing reports and handling sensitive projects for the Commissioners;

Liaising with Commission Advisors, Commission Management, Technical Staff, and State legislative personnel;

Performing certain administrative duties, such as meeting and hearing preparation for the Commissioners and legislative session matters.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university, in accounting, business, economics, statistics, mathematics, engineering, finance, government, law or public policy.

Experience: One year of experience performing utility, energy, economic/data analysis or policy development. 

Note: An advanced degree in accounting, business, economics, statistics, mathematics, engineering, finance, government, law or public policy may substitute for the one year of required experience.

DESIRED OR PREFERRED QUALIFICATIONS

A Graduate Degree.

Knowledge and a practical understanding of electricity, gas or telecommunications industries, corporate finance, accounting, or renewable energy. 

Several years of experience in data analysis, public policy, or a related area. 

A valid authorization to work in the U.S. 

A valid driver’s license are required.
