Introduction

The Maryland Department of Emergency Management (MDEM) is looking for a diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work.

MDEM’s mission is to proactively reduce disaster risks and reliably manage consequences through collaborative work with Maryland’s communities and partners. MDEM is the Department of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM is a national leader in Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources “to shape a resilient Maryland where communities thrive.” We do this by being Maryland's designated source of official risk reduction and consequence management information.

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. This may involve working 12-hour shifts and extended periods of time in support of 24-hour consequence management activities.

Main Purpose of Job

This position resides within the Mission Support Directorate, Program Management Office, Grants Administration Branch and reports to the Grants Administration Branch Manager (GABM). The Environmental and Historic Preservation (EHP) Specialist manages/executes all requests, associated documentation, and relevant Departmental processes related to EHP. This position requires an expert-level competency in environmental and historic preservation policies and procedures, specifically their application against FEMA/DHS grants administered by the Grants Administration Branch (GAB). This position is expected to understand and seamlessly integrate EHP requirements with all grant administrator workflows and processes. The EHP Specialist serves as the primary advisor for the GABM and the Chief Program Management Officer (CPMO) on all EHP-related matters. This position is expected to interact, on a routine basis, with FEMA Region III and FEMA HQ officials, as appropriate, on EHP matters. The EHP Specialist must also achieve and maintain an understanding of, and ability to utilize, the MDEM Grants Management System (GMS).

POSITION DUTIES

Emergency and disaster prevention, response, and recovery operations as needed and/or assigned by Department Secretary, Deputy, Directors, or Consequence Management personnel. Employee is expected to staff the State Emergency Operations Center (SEOC) upon activation for real-world emergency/disaster incidents and exercises. Employee will attend training and retain competencies to be appropriately prepared for SEOC staffing needs including all levels of the National Incident Management System’s Incident Command System (NIMS/ICS) and WebEOC, which the SEOC utilizes. Employee supports SEOC activations, which may involve extended work hours, as well as extraordinary stress levels, given that a disaster event would occur requiring SEOC activation. Employee is expected to perform command and supervisory functions for incident management needs with competence and reliability under the NIMS/ICS. Employee may be required to report to an alternate location to perform SEOC duties, in the event of a COOP Plan activation.

Serving as the primary MDEM point of contact for Environmental and Historic Preservation (EHP) for grants within the Grant Administration Branch. This includes, but is not limited to:

  • Serving as the primary advisor to the Grants Administration Branch Manager (GABM) and the Chief Program Management Officer (CPMO) on all issues pertaining to EHP.
  • Achieving and maintaining a mastery-level of understanding of all EHP-related statutes, regulations, policies, procedures, and other authoritative documentation (e.g., NEPA, EO 12898, 42 USC 1962a-2, Water Resources Development Act of 2007, FEMA Directive 108-1, FEMA Instruction 108-1-1, FEMA Policy 108-023-1, DHS Instruction Manual 023-01-001-01 Revision 01, Grants Preparedness Manual)
  • Responding to EHP-related requests for information from subrecipients, MDEM Senior Leadership, and/or the GABM
  • Reviewing the subrecipient EHP packets for accuracy before sending to the EHP team at FEMA
  • Facilitating communication between FEMA R3, FEMA HQ, MDEM, and subrecipients on EHP matters
  • Tracking all EHP submissions and seeking status updates from the FEMA EHP team
  • Developing/documenting existing and/or new EHP processes as they relate to MDEM business operations
  • Uploading all relevant EHP documentation into the MDEM GMS using correct procedures (e.g., naming conventions)
  • Participating in monitoring visits, to include leading the EHP-related portions of the visit
  • Participating in appropriate EHP-related working groups, committees, and/or forums that may be internal or external to
  • Identifying higher-level PMO process gaps and/or inefficiencies germane to position workflow, elevate appropriately to GABM/CPMO, and develop potential solutions for identified gaps and/or inefficiencies.
  • Assisting with other programs and projects as directed by the GABM and/or CPMO
  • Supporting any and all other Department statewide activities and/or Maryland’s strategic goals and objectives for homeland security as directed by the MDEM Secretary, MDEM Deputy Executive Director, and/or Mission Support Director.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution for the required experience.

2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Two (2) years of application of environmental and historic preservation statutes, policies, and regulations to grant programs and organizational business workflows.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
