POSITION DUTIES
The Health Physicist Supervisor is responsible for ensuring the public is safe from unnecessary radiation exposure by supervising, guiding, planning, directing, developing, and implementing the activities of the Radioactive Materials Licensing Section. The Section reviews, prepares, and issues radioactive material licenses, amendments, and renewals. The position also guides and directs licensing staff in the evaluations, review and certification of sealed source and device (SS&D) applications and the issuance and maintenance of the SS&D registry. This position will review complex licensing actions, evaluate licensee financial assurance and facility decommissioning. This position will evaluate license fee structure and provide input for the promulgation of regulations needed to maintain Maryland’s agreement state compatibility status with the Nuclear Regulatory Commission (NRC). Specifically, this position leads and provides, scientific and technical reviews of detailed applications for new radioactive materials licenses, radioactive material license renewals, amendments and terminations, and to conduct on-site inspections of new facilities in order to qualify them as physically adequate and with personnel competent to receive and use radioactive materials. Facilities include hospitals, industrial firms, medical offices, laboratories and other facilities where the environment includes exposure to radioactive materials.
The position will perform work which involves exposure to uncomfortable or unpleasant surroundings during radiation pre-license visits. The incumbent's duties may involve potential radiation exposure during routine site visits and emergency responses. During site visits protective equipment may be required to reduce exposure to ionizing radiation to minimal levels using time, distance, shielding principles, and usage of goggles, gloves, masks, hard hat, safety shoes and lead aprons. This position requires the incumbent to climb ladders, lift heavy equipment and travel to various licensee sites in the State of Maryland. The incumbent in this position will also be required to participate and gain the required competency in many important technical roles in Calvert Cliffs and Peach Bottom nuclear power plant accident drills, on a 24/7 basis, in order to protect the health and safety of the citizens of the State of Maryland.
The incumbent in this position will occasionally work after hours and on-call 24/7 for Radiological Emergencies and occasional overnight travel and stays required.
Incumbents will be required to drive a state vehicle, and therefore, must maintain a motor vehicle operator's license valid in the State of Maryland with 5 or less points on their driving record.
MINIMUM QUALIFICATIONS
Experience: Nine years of experience in performing the recognition, evaluation and control of radiological hazards to employees and the general public.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university with a minimum of 30 credit hours in mathematical, physical or biological sciences and five years of experience in performing the recognition, evaluation and control of radiological hazards to employees and the general public for the required experience.
2. Candidates may substitute the possession of a Bachelor's degree in radiation safety, radiological health, health physics or a related radiation control field from an accredited college or university for five years of the required experience.
3. Candidates may substitute the possession of a Master's degree in radiation safety, radiological health, health physics, or a related radiation control field from an accredited college or university for six years of the required experience.
4. Candidates may substitute the possession of a Master's degree in mathematical, biological, or physical science from an accredited college or university for five years of the required experience.
5. Candidates may substitute the possession of a Doctorate in health physics, nuclear physics, radiation management or other related field of radiological health from an accredited college or university for seven years of the required experience.
6. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health and Medical Physicist classifications or Health and Medical Physicist specialty codes in the Physicist field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following:
- Experience supervising employees in a technical or regulatory setting.
- Be a certified Health Physicist.
- Strong written and oral communication skills.
- Strong computer skills with a proficiency in Microsoft Office Word, Excel and PowerPoint;
- Experience generating database reports.
- Have a Federal or State Nuclear Material License as an authorized Medical Physicist or Radiation Safety Officer.
It is also preferred that the selected candidate has the following:
- A Bachelor's or Master’s degree in Physical Sciences or Nuclear Engineering (i.e. Physics, Chemistry, Biology, etc) or a Bachelor's degree with a minimum of 30 credit hours in mathematical, physical, or biological sciences.
- Experience providing service to customers in a professional setting which must have included personal interaction with members of the general public or other customers.
- Detailed oriented with strong organizational skills and the ability to prioritize tasks.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
