LOCATION OF POSITION

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro Stop. 

POSITION DUTIES

This Financial Analyst Trainee position is a part of the multi-billion dollar financing operations, closely interacting with internal and external professionals to achieve the most optimal and cost effective funding mechanism for affordable housing, community development, business lending and neighborhood revitalization projects.  The Position will learn how to account and reconcile of special and or federal funds within many units in the Department and will acquire an understanding of multiple technical areas including capital markets, mortgage products and execution methodologies, asset management, compliance with State and Federal regulations.

This position serves as a Financial Analyst Trainee within the Division of Finance and Administration. This position supports the entry level work performing financial accounting functions and financial analysis within DFA.  This position will learn to become independently responsible for managing the sub-ledger and detailed accounting, reconciliation and reporting of grants and loans financed with State general, special, federal, reimbursable, tax credits and GO bonds and revenue bonds.  This position will learn to ensure accurate and timely draws and disbursements of assets, coordination with program and governmental agencies, reconciliations, and reporting.

This position will learn the fundamentals of asset management and get exposure to the complexity and technical aspect which is crucial to the financial analysis, accounting, asset management and completion of mandated reporting.  It is also critical to the operational stability, and continuity in managing the existing portfolio of debt and assets.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university.   

Experience:  None.   

Notes: 

1.  A Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement.

2.  Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education.   

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education.

Please note:  The Maryland Department of Housing and Community Development is not sponsoring new employees in application of the H-1B Visa at this time due to budgetary constraints.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act of 1986.  Federal regulations prohibit H1B Visa candidates from paying sponsorship fees, all sponsorship fees must be assumed by the potential employer. 

EXAMINATION PROCESS

The examination process will consist of a rating of your education, training, and experience related to the requirements of the position.  You may be required to complete a qualifications supplement, or the rating may be based on your application.  Therefore, it is important that you provide complete and accurate information on your application.  Report all experience and education that is related to this position. 

BENEFITS

Contractual employees who work for an agency covered under the State and Employee Retiree Health and Welfare  Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health and benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled.  The State of Maryland will subsidize the remaining 75% of the cost for these benefits.  You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. 

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period.  This leave accrues at the rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
