Main Purpose of Job

The Voter Services Program IT Specialist IV for the Anne Arundel County Board of Elections is responsible for the advanced level of specialized work providing program and technology support to staff members of the Anne Arundel County Board of Elections, such as coordinating, maintaining, and troubleshooting election programs and working in conjunction with State Board of Elections staff, local government staff, vendors and contractors to resolve program issues. The incumbent shall support the Voter Services Program Manager with IT resource management, equipment allocation, and quality assurance. The employee is responsible for the following: •Providing Tier 2 helpdesk technical support to MDVOTERS users. •Creating, developing, and integrating a combination of Smartsheets and other Google apps between Election Workers, Voter Registration, and Mail-in Voting in order to ensure the most efficient allocation of staff, resources, and overtime. •Managing computer hardware and software implementation, regular refreshes, and updates. •Configuring workstations at the Board of Elections with the correct hardware peripherals and software packages. •Managing the escalation of computer hardware and software issues to the Anne Arundel County Office of Information Technology or MDVOTERS helpdesk as well as ensuring the MDVOTERS helpdesk issues are resolved in a timely manner. •Trouble-shooting network issues as required in consultation with the Anne Arundel County Office of Information Technology (OIT).

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology.

Experience: Three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology may be substituted for the required education.

 2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software may be substituted for the required education.

 3. Experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year- for-year basis.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

5. General clerical, data processing, technical or administrative experience may substitute for the required experience applying election laws, rules and procedures in a local election office at the rate of two years for each six months of the required election office experience. General clerical, data processing, technical or administrative experience is defined as work performing a variety of duties which are clear-cut and typically found in office settings, such as filing, copying, inputting data, general computer skills, and directing telephone calls.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience working with with MDVOTERS including functionality and user issues. 

2. Experience using mail equipment and ballot sorting software. 

3. Experience conceptualizing, designing, and implementing Smartsheets, databases, and other tools using Google apps and software as required. 

4. Experience applying Title 33 Code of Maryland Regulations, and the Registration and Election Laws of Maryland. 

5.Experience with the process to canvass paper ballots. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207(d).

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
