Main Purpose of Job

The Maryland Department of Aging administers programs and supports that enable older Marylanders to remain safe and healthy in their homes and communities. This position implements and maintains monitoring practices for the Department to ensure compliance and quality for federal and state funded programs. The position incorporates efficient and cost-effective methods that ensure the thorough examination of the Department’s program integrity and fidelity. Building on existing practices, the position will refine principles and methodology to ensure current practices. The position maintains a policy and procedures manual to guide federal and state compliance and quality assurance. The position assures timely annual completion of monitoring and a system for tracking deficiencies toward timely resolution.

POSITION DUTIES

Program Monitoring Administration
 · Develop and maintain an annual monitoring work plan. 
 · Maintain an electronic dashboard for monitoring meetings and outcome summaries. 
 · Schedule pre-conference, conference, and post-conference monitoring activities with 24 jurisdictions.
 · Maintain and update monitoring policies and procedures for federal and state programs. 
 · Conduct literature, statute, regulation, and policy review to frame federal and state compliance and quality assurance program monitoring. 
 · Prepare monthly report of the status of monitoring activities, findings, and corrective action status in 24 jurisdictions. 
 · Draft annual monitoring report for review and finalization. 

Program Monitoring 
 · Conduct multiple federal and state program monitoring in 24 jurisdictions. 
 · Identify program risk management challenges defined by federal grants to ensure risk avoidance.
 · Monitor controls to ensure data security.
 · Monitor safeguards against program waste and fraud.
 · Evaluate the efficiency of program operations. 
 · Provide technical assistance to local programs to address findings and resolve corrective actions. 
 · Perform local site visits, if needed, for guidance and technical assistance following post-conferences.
 · Draft finding reports, solicit management responses to corrective actions.
 · Establish scheduled meetings with the Department’s Fiscal Division to discuss fiscal and program monitoring.    
Audit Compliance 
 · Develop and maintain an electronic filing system for each monitoring conducted, ensuring files are complete and documents are signed. 
 · Assist in the preparation for federal and state audits.
 · Attend auditor requested interviews. 
 · Provide monitoring documents requested by the auditor in a timely manner. 
 · Provide answers to written questions from the auditor. 
 · Assist in preparing the response to initial audit findings.
 · Draft audit corrections as needed.
 · Revise monitoring policies, procedures, and tools to address findings found in federal and state audits.
Other Duties as Assigned    

MINIMUM QUALIFICATIONS

Education:    A Bachelor’s degree from an accredited college or university.

Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Ability to work independently and have excellent oral and writing skills.
Exceptional organization and time management skills. 
Strong background in program management.   
Moderate to large grant management skills. 
Familiarity with the Older American Act. 
Ability to interpret and thoroughly explain COMAR along with other federal and state regulations and statutes that govern programs for older adults. 
Hold a valid class C driver's license. 
Flexibility to travel from county to county to conduct state business. 
Proficient with Microsoft Office, other basic office software.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
