Main Purpose of Job

The incumbent will effectively function as principal Personnel Associate I to the Baltimore City Department of Social Services (BCDSS) Administrative Specialist III by assisting with the day- to-day operations in the Office of Human Resources. This position is responsible for ensuring the accurate application of the appropriate personnel rules, guidelines and regulations for each transaction of the Office of Human Resources. This position will assist the Health Benefits Unit and the Workday/Processing Unit in daily activities such as preparing and processing 6034's, conducting retirement interviews and processing retirement paperwork. Incumbent will manage databases as well as performing technical and secretarial duties. This position will perform a variety of tasks ranging from highly specialized function to a broad range of general personnel activities involving the application and explanation of principles and practices of the personnel system. This position will also service as backup coverage for the front desk receptionist for the Office of Human Resources. Greet and assist internal and external customer.

POSITION DUTIES

  • Collect information from the Hiring and Promotions Unit for accurate and timely submission for seating arrangements and equipment requests. 

  • On Board new employees into SailPoint and request computer logon, Google account, laptop, and agency cell phone for all staff.
  • Evaluate and maintain the Off-Boarding data tracker system to ensure accurate documentation of existing employees. 
  • Prepare and process 6034's in order to generate the Off-Boarding process that impacts all employees that are separating from the agency (resignation, termination, transferring or retiring etc.) 

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six months of general clerical or administrative support experience, at least three months must have been paraprofessional personnel experience involving the application of personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year experience of customer service with internal and external customers.

One year experience working for Maryland State Government.

One year experience with maintaining confidential information.

One year experience using Google Workspace, Microsoft Office, Smartsheet, and Workday.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

  • Sick Leave - fifteen (15) days of accumulated sick leave per year.
