This is a CONTRACTUAL Administrative Specialist II position for our Diversity, Equity & Inclusion Division. The Office of the Public Defender is seeking detail-oriented applicants with administrative experience to support the Director of Diversity, Equity and Inclusion.  Candidates must possess strong customer service and interpersonal skills.  Candidates must be highly proficient with specific computer applications in Google Apps and online meeting platforms including Zoom and Google Meets.  Candidates must be able to track and manage data, create quarterly reports using Microsoft Excel.  Must be able to stay calm and professional under high pressure situations. Must work well with a team (positive attitude, high work ethic). Must be able to communicate effectively when speaking to various personalities on the telephone, via email, and in person. Must be able to work on various projects at the same time maintaining set deadlines and have the skills to quickly identify issues and apply problem solving skills. Proficient writing skills, and the ability to work independently.

Main Purpose of Job

The Administrative Specialist will provide support for the Diversity, Equity and Inclusion and Equal Employment Opportunity programs and functions. They will assist with the creation of the monthly newsletters, prepare correspondence, coordinate meetings, and serve as a Bridge Moderate for virtual meetings and trainings. The position will directly support the Director of DEI and may be required to attend community events throughout Maryland.

POSITION DUTIES

1. Assist with DEI and EEO planning and reporting processes, as needed.

2. Assist with the development of monitoring and assessment processes for DEI and EEO initiatives

3. Provide support services to the DEI subcommittees.

4. Create and maintain spreadsheets, Google drives and Sharepoint Site

5. Maintain DEI and EEO calendar; Supports with the coordination of DEI and EEO workshops and initiatives.

6. Carry out activities to enhance the visibility of the DEI and EEO Division

7. Makes photocopies, faxes documents and performs other clerical functions.

8. Drafts meeting agendas, organizes and/or creates meeting materials and ensures technology is prepared and ready.

9. Attends critical meetings, tracking next steps and tasks through follow-up with respective individuals/departments.

12. Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience performing administrative staff, clerical, clerical technical, or secretarial work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

       Good organizational and problem solving skills, and the ability to multitask.

       Excellent oral and written communication skills.

       Highly proficient in Google Suite and Microsoft programs

       Experience with marketing software such as Canva, Constant Contact, or MS Publisher

       Interpersonal skills: maintains confidentiality, remains open to others’ ideas and exhibits willingness to try new things

       Oral communication—the individual speaks clearly and persuasively in positive or negative situations, demonstrates group presentation skills and conducts meetings.

       Written Communication—the individual edits work for spelling and grammar, presents numerical data effectively and is able to read and interpret written information.

       Planning/organizing—the individual prioritizes and plans work activities, uses time efficiently and develops realistic action plans.

       Quality control—the individual demonstrates accuracy and thoroughness and monitors own work to ensure quality.

       Adaptability—the individual adapts to changes in the work environment, manages competing demands and is able to deal with frequent change, delays or unexpected events.

       Dependability—the individual is consistently at work and on time, follows instructions, responds to management direction and solicits feedback to improve performance.

SPECIAL REQUIREMENTS

Candidates may be responsible for providing their own transportation as needed to access meetings, remote locations, and job destinations as assigned.

SELECTION PROCESS

EXAMINATION PROCESS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
