The Land and Materials Administration is recruiting for two Environmental Compliance Specialist I positions in the Lead Poisoning Prevention Program and Lead Compliance and Accreditation Division. These are position specific recruitment for the Maryland Department of the Environment (MDE). This recruitment will be used to fill current and future vacancies for this position/function only. The resulting eligible list will be maintained for one year. Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The Environmental Compliance Specialist I is an entry level position. The main purpose of these positions is to learn to provide technical expertise in the Lead Poisoning Prevention Program and the Lead Compliance & Accreditation Division. The incumbents in these positions provides technical, evaluative, consultative, and professional assistance concerning lead hazards and associated multi-media regulations to state, local, and private agencies as well as the general public. The incumbents will inspect regulated facilities mainly in residential rental properties throughout the State ensure compliance with current Maryland state laws, federal regulations, and local orders. This may also include environmental regulation to the Toxic Substances Control Act (TSCA) and Safe Water Drinking Act (SWDA) regulations. Prevention, control, evaluation, and oversight project related to rental properties statewide are emphasized.

Position 1 – assigned duties includes compliance with environmental regulations, hazardous waste regulations, airborne particulate regulations, water pollution control regulations, regulations for the control of ionizing radiation.

Position 2 - assigned duties includes lead abatement construction projects throughout the State to ensure compliance with Child Care Administration environmental regulation. The Renovation Repair and Painting Rule.

 

Working conditions of the position include:

  • Work involves exposure to uncomfortable or unpleasant surroundings. Field inspections are conducted at residential rental properties and construction sites throughout the State or assigned area and in all weather conditions, predominantly in urban settings in properties in various stages of repair.
  • Work involves exposure to hazardous conditions which may result in injury. Examples include nitric acid is added as a preservative when collecting water samples. The incumbent may be exposed to low level radiation since instruments used to test lead paint are equipped with radioactive sources. Exposure to asbestos is possible as asbestos may be disturbed during lead abatement projects. Various hazardous chemicals may be used to strip paint and could cause burns if contact occurs.
  • Work involves physical demands such as lifting 50 pounds or more, climbing ladders, etc. Residential, commercial and public buildings and construction projects, including steel structures, such as bridges or elevated storage tanks, where accessing the work areas for inspection requires climbing ladders.
  • Work requires use of protective equipment such as goggles, gloves, mask, etc. Hard hats are required when inspecting lead abatement during construction projects. Impervious gloves are required when handling nitric acid. Half-face air purifying respirators and foot booties may be required when inspecting lead abatement projects.

The incumbent in this position will be required to drive a State vehicle throughout the State of Maryland. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle. 

MINIMUM QUALIFICATIONS

Experience: Four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance.

Notes:

1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

 

  • Experience utilizing MS Excel spreadsheets, MS Access databases, or other statistical software to manage and evaluate data; including creating and producing reports.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.

The Maryland Department of the Environment has determined that this classification necessitates the investigation and background check of the eligible individual for purposes of verification of suitability for employment.  When appropriate and job-related, areas of investigation may include, but are not limited to employment history, academic credentials, military records, criminal records and personal references.  Continued employment in this position will be contingent upon the results of the background investigation.
