Introduction

The Maryland Higher Education Commission (MHEC), is seeking an experienced and energetic individuals to fill the position of Administrative Officer Ill in their Budget and Administration Unit.

Main Purpose of Job

This position is responsible for the procurement of equipment, services, information technology, and other agency needs, which must be obtained through the competitive or negotiated procurement or solicitation process. The incumbent is also responsible for ordering, maintaining and cataloging agency inventory and serving as the agency property officer and agency forms management coordinator. The incumbent also serves as the agency MBE liaison. Procurements are conducted and performed in accordance with the State Finance and Procurement Articles and the Code of Maryland Regulation Title 21 Assists in the processing of payroll for regular and contractual employees.

POSITION DUTIES

This position works within the Office of Budget and Administration and will have the following responsibilities:

- Oversee day-to-day management of agency procurement of equipment, services, construction, supplies, information technology, and other needs that must be obtained through the competitive or negotiated procurement process.

-  Solicit, evaluate, negotiate and award contracts, according to state procurement laws, procedures and regulations, as well as maintain contracts by ensuring compliance with terms and conditions.

- Responsible for ordering, maintaining and cataloging agency inventory and serving as the agency property and agency forms management coordinator. - Serve as the agency Minority Business Enterprises (MBE) liaison.

- Understands the compliance and adherence to the State Finance and Procurement Articles, COMAR, and the Board of Public Work Advisories.

- Initiates and inputs purchase orders, change orders, modifications, and contract releases through the Financial Management Information System (FMIS), ADPICS regarding procurements.

- Process Corporate Purchasing Card (CPC) requisitions using an assigned purchasing card, as well as reconcile monthly statements in accordance with the Comptroller Credit Card manual.

- Provide support for payroll processing.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

SELECTIVE QUALIFICATIONS

An applicant must meet both the minimum qualifications and the selective qualifications to be approved and considered for hire.


Experience with FMIS, R*STARS, ADPICS

Experience with Procurement and Contract Management

DESIRED OR PREFERRED QUALIFICATIONS

1.  Payroll processing experience.

2.  Experience with Workday



LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
