POSITION DUTIES

The Program Analyst, Special Initiatives will support the management and evaluation of programs that promote aging in place under the direction of the Chief, Special Initiatives. The position will primarily focus on the Community for Life demonstration grant, funded by the Maryland Department of Health through Centers for Medicare & Medicaid Services Innovations. Additionally, the Program Analyst will provide support for the Senior Call Check Program and other special initiatives identified by the Department. Support includes coordinating among partner organizations, collecting and analyzing data, and investigating opportunities for program planning, implementation, and sustainability.

 • Investigate and analyze program impact, efficacy, and sustainability through literature reviews, environmental scans, interviews of stakeholders, and other means.
 • Collect and compile program data and reports. 
 • Resolve issues utilizing sound judgement, discretion, creativity, and analytic thinking to fulfill project goals and meet needs of stakeholders.
 • Create and recommend solutions to ensure legal and regulatory compliance. 
 • Proactively resolve potential issues with data collection, communication among stakeholders, timely receipt of  data to evaluation partners, and facilitating meetings. 
 • Develop and implement new processes or refine existing processes to improve effectiveness and efficiency of data collection from varied sources in collaboration with evaluation partners. 
 • Document and communicate processes for data collection to community stakeholders. 
 • Develop and disseminate action plans by synthesizing information from project stakeholders.  
 • Organize and facilitate group meetings, including scheduling, agenda and material development, and managing meeting notes. 
 • Other duties as assigned.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Strong written and oral communication skills and time management.
Bachelor's degree in social sciences or related filed from an accredited university preferred.
Knowledge and experience with community based research; health information exchanges and/or CRISP preferred

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.  You may be asked to complete a supplemental questionnaire.  The supplemental questionnaire may be used as part of the rating process.  Therefore, it is important that you provide complete and accurate information on your application.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
