Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s Maternal and Child Health Bureau (MCHB) is to promote and improve the health and well-being of women, children, and families, in order to eliminate inequities and improve outcomes in Maryland. Our initiatives strive to strengthen and support the Maternal and Child Health System of care to ensure the availability and accessibility of high-quality preventive, primary and specialty care services.

This position will serve as the Health Policy and Communications Lead for the MCHB. This position will develop position papers, testimony, and letters of support, as part of the Legislative Session. This position will work with a team to determine the operational and fiscal impact of MCHB-related bills. This position will also review evidence, emerging best practices, and policies, while providing recommendations to MCHB/PHPA leadership. Additionally, this position will be a subject matter expert for MCH policy, including drafting controlled correspondence to legislators and other constituents about MCH policy and regulations. 

This position will lead the development and implementation of an equity strategy for the MCHB, in partnership with other MCHB team members. In addition, this position will conduct a literature review on diversity, equity and inclusion, while coordinating input into the equity strategy. Furthermore, this position will serve as a resource for integrating diversity, equity, inclusion, and anti-racism principles into the MCHB's program framework. 

Finally, this position will lead internal and external MCHB communication. For example, this position will lead the development and dissemination of the MCHB newsletter, as well as provide oversight over the MCHB website and coordinate approvals of external communication materials. This position will also lead special projects for the Bureau, including, but not limited to, monthly trainings and conference development for external partners.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience evaluating, analyzing, researching, and developing health care services, policies and programs.

Notes:

1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy, or a closely related field for one year of the required experience.

2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy, or a closely related field for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience in the Public Health field, including Maternal and Child Health experience. The desired candidate should also have experience with health policies, such as constructing policies or overseeing the implementation of policies within a health agency, unit, and/or organization.

Finally, the desired candidate should have experience managing projects, including developing and monitoring work plans and budgets.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
