Main Purpose of Job

Department of Human Services (DHS) is the State lead for SCF Human Services: Shelter, Mass Care, Emergency Assistance, Feeding and Housing. DHS is also the State Lead for Disaster Social Services Recovery. The position involves assessing and evaluating possible sources of emergency/disaster events, creating a plan to address the shelter, mass care and emergency assistance needs of those emergency/disaster events. This position must also network and communicate with other State, Federal and local government, and private agency partners to represent the needs of DHS as the lead for SCF Human Services and Social Services Recovery; to ascertain changes to State plans; acquire and exchange knowledge and information as it pertains to the leadership and involvement of Human Services/Social Services Recovery. 

This position also acts as the administrative coordinator for all disaster response functions, including travel deployment, real-time document creation during emergencies and disasters and routine office administrative office procedures.

POSITION DUTIES

  • Composes correspondence for the office, types correspondence, tables, charts, graphs and forms from draft copy, corrected copy or oral instruction using a computer, distribute meeting notes. 
  • Maintains important and confidential records. 
  • Assist with inventories and procurements as necessary, and to inform plan development. 
  • Research, construct, develop, analyze, and evaluate emergency plans, with special emphasis on disability integration (access functional needs). 
  • Create, evaluate and observe exercises of emergency plans of the Local, State and Federal Governments and SCF Human Services partners. 
  • Assist with developing exercises to assess plans.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. 

Six months of professional disaster response experience, or community outreach and engagement experience.

Six months of professional experience leading the development of multi-agency response plans.

Six months of professional experience using Microsoft Office Suite - Word, Advanced Excel, and PowerPoint, for the creation of reports and documents.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.  
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
