LOCATION OF POSITION
POSITION DUTIES
The Regional Manager plans, organizes and manages the building services operations of
three (3) State Office facilities within a geographic region. The region
consists of the Hyattsville District Court, Prince Frederick District Court/MSC
and Joseph D. Carter District Court/MSC. The regional headquarters is located
in Hyattsville DC/MSC. This position is responsible for the planning,
implementation, and coordination of routine and preventive maintenance as well
as major repairs, alterations, improvements, housekeeping, and security
services to support other State agencies. This directly supports the mission of
DGS.
This is an Emergency Essential position subject to emergency release
procedures. Employees in this position must be willing and available for duty
at all hours, day or night, and are required to remain or report for duty at
all hours as needed to maintain the continuous operation of this agency.
Duties for this position include, but are not limited to:
• Plans, implements, coordinates and manages the building operations of three State Office facilities. Develops and implements effective emergency and safety programs. Manages, monitors, and coordinates the safe operation of the building, maintenance and system operations of the facilities. Plans, implements, and coordinates routine and preventive maintenance, major repairs, alterations and improvements. Interviews and hires prospective employees; plans, organizes and supervises the work of assigned personnel; prepares performance appraisals for employees in a timely manner.
• On any given day the regional manager may be required to assume the duties and responsibilities of another region in addition to the region that has been assigned. The duties include all day-to-day operations as well as personnel matters, procurement, routine and preventive maintenance, major repair and alterations, etc.
• Acts as the DGS liaison by consulting with tenant representatives and other agencies in the resolution of issues related to building systems, maintenance requests, timing and coordination of work.
• Responsible for the operating budgets of three (3) facilities. Makes recommendations, analyzes, reviews and prepares budget reports. Prepares specifications for the bidding and awarding of maintenance and building service contracts; evaluates the contractor’s performance and ensures that all funds which are expended are the most cost effective.
• Perform other duties and
responsibilities as required that enables DGS to fulfill its mission of
providing and maintaining buildings that are safe, secure and operationally
efficient.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.
• Experience overseeing the application of policies, laws
and regulations.
• Experience preparing specifications for the purpose of
bidding and awarding maintenance and/or building service contracts.
• Experience analyzing monthly budget reports.
• Experience as a building manager of a commercial facility monitoring maintenance operations.

The eligibility list will be valid for one year and may be extended. The list will be used by the hiring authority to select employees for interviews. Eligible lists may be used to fill future vacancies of the same classification.
