Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Maryland Park Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

This position will directly support the priorities of the Department of Natural Resources by managing the youth and veterans conservation corps programs to engage youth, young adults and individuals with military service experience in conservation service in State Parks. The Conservation Jobs Corps (CJC) program is one of DNR’s responsibilities as defined in the Governor’s Executive Order (01.01.2008.10) establishing the Maryland Partnership for Children in Nature. This position provides vision and executes strategic planning and program implementation for the Conservation Jobs Corps, the Maryland Conservation Corps, and the Veterans Conservation Corps programs.

POSITION DUTIES

The Department of Natural Resources (DNR), Maryland Park Service is currently accepting applications for an Administrator II, which serves as the Director of the Conservation Corps. This position serves under the managerial supervision of the Executive Director of Conservation Corps and is responsible for the management and oversight of three valuable, statewide Maryland Park Service programs:

  • The Conservation Jobs Corps enables teenagers and young adults to connect with the natural world, while learning jobs skills and addressing the conservation and maintenance needs of parks;
  • The Veterans Conservation Corps is a skilled team that addresses park needs, while providing veterans fulfilling work to assist in transitioning to civilian life;
  • The Maryland Conservation Corps engages and mobilizes college ace members in service by performing conservation and park programs and projects.

This position involves supervision of staff engaged in statewide duties, recruitment and hiring
of corps staff, training personnel, short and long-range program planning, developing and tracking performance measures, advancement of several strategic partnerships, workforce development, creation and oversight of program budgets, and administration of a federal grant. This position also ensures proper allocation and use of Maryland Park Service resources such as personnel, equipment, and funding. Duties also include enforcement of DNR regulations and policies to ensure crossmember safety, as well as protection of Maryland’s natural, cultural, historic, and recreational resources.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Two years professional work experience in one or more of the following areas:
  • Park or program management;
  • Working with school or college-aged youth;
  • Outdoor environmental education;
  • Grant writing and administration;
  • Management of strategic organizational partnerships;
  • Working with conservations corps.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
