Introduction


The Maryland Department of Agriculture is a Department under Maryland's Executive Branch.  Formed in 1972 by the Maryland General Assembly to address the agriculture needs for the State of Maryland, the Department oversees and serves as a regulatory body for animal health, consumer services to include marketing and lab services, plant and pest management and resource conservation.  As the number one industry in Maryland, the diversity of agriculture programs in the State continues to expand and grow.

The Weights & Measures Program directly benefits all Marylanders by ensuring the fairness of all commercial transactions involving determinations of quantity on everyday commodities.  Currently there are several open positions throughout Maryland where you learn to conduct inspections and regulate devices used in determining the quantity of commodities as diverse as fuel oil, food products, livestock, grain, and precious metals.  Promotional opportunities to higher levels within the Agricultural Inspector classification series.  

This position is limited to permanent employees currently employed at Maryland Department of Agricultural (MDA) Weights and Measures Program.

Main Purpose of Job

This position serves at the supervisory level as an Assistant Chief, Liquid Measuring Devices, and Device Registration that administers and directs four major statewide programs under the Weights and Measures Law.  This position will manage and direct the measuring device program to assure that all measuring devised used in the state for commercial transactions comply with the Weights and Measures Law and Regulations.  Directing and monitoring related activities of field inspectors and field supervisors.  Maintain contact with various entities such as owners, store managers, corporate officials, and trade groups as necessary to ensure compliance and address questions and issues as they arise.

Administer and direct the registration of all commercial weighting and measuring devices in a statewide program which includes more than 6,300 business accounts and the registration of over 60,000 devices.  Assist with the registration and regulation of metering service agents’ companies and repair technicians in a statewide program.  To ensure volumetric standards utilized by industry are traceable to the National Institute of Standards & Technology (NIST) 105 series.  This position will ensure that the Chief of Weights and Measures is kept abreast of and responds to developments at the state, national and international level as it relates to these areas.  Assist the Chief of Weights and Measures in managing segments of the entire program as needed and as assigned. In the absence of the Chief of Weights and Measures this position may assume some or all his duties when deemed necessary.

POSITION DUTIES

Statewide responsibilities for the direction of the activities of the measuring device program. Develop and update written test procedures (Examination Procedures Outline) relating to proper inspection methods and safety guidelines for the inspection and testing of measuring devices. Plan and organize the work responsibilities of Compliance Inspector, Supervisor Inspector and Compliance Inspector I through Advanced personnel and supervise their work activities.

Review and develop test reports and test procedures for staff members to ensure statewide and national uniformity and compliance.  Coordinate work plans for the Weights and Measures staff relative to measuring devices and other inspector activities. 

Communicate orally and in writing with members of the field staff, business, industry, state and federal government agencies, elected officials, and the public.  Administer the device registration program.  Assist in administering the service agent and technician registration program.  Provide training and testing to new measuring service technician applicants.  Provide technical information and lead informative training on complex inspection procedures to Weights and Measures staff and private industry personnel.

Provide written response to consumers industry officials and elected representative. Develop written responses for the Secretary of Agriculture, the Deputy Secretary, the Assistant Secretary and the Chief of Weights and Measures.  Assist in the interviewing and selection of new employees. Assist the completion and review of all personnel actions for the field staff, such as promotions, disciplinary actions, hearings, etc.  Develop and provide supporting documentation for additions or amendments to the law and regulations in the areas of measuring.

Provide technical guidance and update information on complex inspection methods and procedures for subordinate level supervisors, field staff members and members of industry. Recommend and process data necessary for civil action against individuals or firms for violation of the Weight and Measures Law and/or testify as an expert witness in court proceedings.  May testify before committees of the general assembly, hearing officers of various federal agencies and appropriate committees of the National Conference on Weights and Measures.

Maintain frequent liaison with federal, state, and local government officials at several levels. Maintain similar contacts with representatives and organizations in the private sector.  May serve as a member of a standing committee, work group or task force for the National Conference on Weights and Measures and/or our Regional Weights and Measures Association.  In state and out of state travel is necessary to attend association meetings, committee meetings, work groups, task groups, and training, as assigned.

Prepare and present programs to industry groups and service organizations that provide information concerning weights and measures activities relating to weighing and measuring devices, price verification and packaging and labeling of food and non-food commodities.  Develop forms and methods for recording official inspection data.  Assist in developing the budget request for the program’s operation.  Assist and complete all required procurement documents for field and laboratory equipment authorized in a fiscal year.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess any of the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience involving the inspection and regulation of weighing and measuring liquid devices to determine the quantity of commodities (such as fuel, propane, heating oil, food products, livestock, grain, bulk commodities, and/or precious metals).

Experience in developing and updating written test procedures (Examination Procedure Outline) related to the proper inspection methods and safety guidelines for the inspection and testing of measuring devices.

Participation in training sponsored by the National Institute of Standards & Technology (NIST).

Participation in accreditation testing through the National Conference of Weights & Measures (NCWM).

LIMITATIONS ON SELECTION

This position is limited to permanent employees currently employed at Maryland Department of Agricultural (MDA) Weights and Measures Program.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to calls 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. 

This position is Emergency Essential.
