Main Purpose of Job

Under the direction of the Director of Employee Relations and Services, the incumbent will support the overall mission of MSDE by providing high quality, service level driven employment services to all MSDE employees consistently and equitably.  The incumbent will be the subject matter expert in health insurance, retirement, time reporting and other services needed by the employees. The coordinator will support the chief in implementing training, outreach to employees and will provide the processing oversight and support to the employment services specialists.

POSITION DUTIES

Serves as the subject matter expert for leave administration, HR transaction support, time reporting and payroll, and new employee support.
  • Resolves various leave provisions available to state employees, confirms employee eligibility to various types of leave, and processes all appropriate leave transactions.
  • Assists and advises employment services specialists to ensure timely and accurate processing of employee leave forms, advise on eligibility for leave bank.
  • Ensure appropriate and timely follow-up to ensure employee return from leave and refers any leave abuse or disability retirement cases to Employee Relations. 
  • Supports new employee orientation, works with new employees to transfer any eligible leave to MSDE, and oversees employee ID card process.
  • Monitors and supports transaction activities to ensure transactions are completed in a timely manner to ensure accurate payroll.
  • Oversees processing resignation and retirement transactions and communicate. with the Talent team to begin recruitment process.
  • Assists employees and managers to post accurate time records, creates biweekly verification reports to ensure accurate time reporting such as leave reporting, workers compensation, comp time, and coordinates payroll adjustments with payroll unit.
  • Supports MSDE benefits and retirement coordinator, supports the unit in creation and delivery of trainings, and assists with verification of employment and participation in unemployment hearings.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work. 

Notes: 
  1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
  2. Candidates may substitute the possession of a bachelor’s degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.  
  3. Candidates may substitute the possession of a master’s degree from an accredited college or university for five years of the required experience.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

One year of professional experience supporting, planning, designing, and coordinating human resources functions.

  • Knowledge of the theories, principles, and practices associated with human resource management.
  • Knowledge of human resources information systems (i.e., WorkDay and associated transaction processes). 
  • Knowledge of employment laws and policies that address benefits, timekeeping and leave.
  • Skill in resolving human resources issues by applying various methodologies and deciding among several solutions.
  • Skill in communicating clearly and effectively.
  • Skill in maintaining harmonious and effective working relationships with supervisors, coworkers, and the general public.
  • Ability to learn human resources content areas.
  • Ability to articulate and provide instruction and direction regarding human resources issues.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
