Main Purpose of Job

The Training and Education Manager for UI is accountable for overseeing the development and administration of MD UI's training initiatives. This role involves organizing, facilitating, and creating training materials and curricula for staff across the state and division. This position also supervises support staff within the unit.

POSITION DUTIES

As part of this role, it will support both e-learning and classroom training on the new functionalities available through BEACON. Additionally, it will assist in the creation, development, and implementation of DUI University, which is a comprehensive training program for the Division. Strives to ensure that all staff are trained in the latest best practices within the field, using the most advanced curricula available.  Develop training programs that are tailored to the needs of new programs or special projects. Coordinates with the technical team to provide access to new systems updates, and applications, for teaching and learning any new systems. To improve the knowledge base and overall job skills of current employees.  Provides ongoing training that includes time management, customer service, and other areas related to specific DUI BEACON functions. Additionally, assist in training new supervisors through the DUI University Forum to improve their interpersonal skills when dealing with employees under their supervision.  Provides assistance to managers and supervisors within units of DUI to develop training plans for underperforming employees as part of the Performance Improvement Plan (PIP) process.

Responsible for ensuring that all training adheres to federal and state laws, as well as LABOR-DUI policies and procedures.  In charge of creating and updating training materials, production protocols, operating guidelines, and presentations for stakeholders. I lead the development and delivery of engaging and effective training programs for various audiences. Works closely with managers, supervisors, and subject matter experts to produce the most current and informative training materials. Manage and supervise unit support staff.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

-Proficient in Microsoft Suite and Sharepoint.

-Ability to work independently.

-Five or  more years of training and/or curriculum writing experience.

-Experience with public speaking.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of

Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
