Main Purpose of Job

The main purpose of this position is to address the agency's challenges to engage with and increase public awareness regarding a multitude of unit-related subjects. Given the continued growth of competing information, it is increasingly more challenging for the unit to effectively reach a broad cross section of stakeholders with messaging including but not limited to: the most recent science pertaining to our resources, initiatives requiring stakeholder engagement, vital public awareness outreach and marketing, and public participation in the regulatory process. This position's duties directly support the unit's stakeholder engagement goals and objectives and public understanding and involvement that is key to the unit’s ability to achieve its mission. This position is responsible for researching and developing campaign strategies and making recommendations to the division and unit director. Position will develop approved campaigns, including planning, coordination, implementation, and analysis of the unit’s marketing campaigns and strategies. Additionally, this position is responsible for coordination and implementation of Maryland’s Angler Recruitment, Retention, and Reactivation Plan (R3 Plan), including the development of its strategic goals and objectives. This position will analyze metrics that evaluate the effectiveness of the unit’s marketing campaigns and R3 fishing programs and make recommendations. This position oversees the unit’s communications platforms, including the unit’s website, social media accounts, and public facing graphics. Position is responsible for subordinates adhering to departmental policy and guidelines regarding format and content of public facing information. Position is responsible for the daily operations of the unit’s email subscription service, including developing formats and content which adheres to departmental policy and procedures. Position is responsible for supervising a Web Master II and an Administrative Specialist III. Position is responsible for coordination of all unit-related media requests and press releases. The position coordinates the approval process of all written content originating within the unit, ensuring the content is vetted

POSITION DUTIES

The Department of Natural Resources, Fishing and Boating Services Stakeholder Outreach and Services Division is currently accepting applications for a Marketing Strategist (Administrator III). The main duty of this position is to address the agency's challenges to engage with and increase public awareness regarding a multitude of unit-related subjects. Given the continued growth of competing information, it is increasingly more challenging to effectively reach a broad cross section of stakeholders. Utilizing all platforms and tools at the department’s disposal, the position will develop marketing and outreach campaign strategies to support the unit’s stakeholder engagement goals and objectives that are key to the unit’s ability to achieve its mission. Position will analyze the effectiveness of these campaigns for possible future uses and to assist unit managers with fulfilling their objectives. Additional duties include: managing the unit’s social media accounts and serving as the principal unit representative at departmental social media meetings; serving as coordinator for written content originating from the unit, while following the department’s approval processes; be a contributing editor/writer; coordinating media information requests; assembling, developing and/or distributing information to the public; and supervising two positions whose principal duties are required to carry out this position’s mission.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Master’s degree in Marketing Analytics. 
  • Two or more years of experience managing a marketing campaign, utilizing any number of platforms (i.e. website, social media, video, email, texting, printed material, etc.).
  • Professional writing and/or editing experience. 
  • Professional communications experience.
  • Experience analyzing data to perform campaign performance analyses, utilizing spreadsheets and SQL. 
  • Two or more years of experience supervising professional staff.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
