Introduction
The
MD Technology Assistance Program (MDTAP), a program of the Maryland Department
of Disabilities, provides access to assistive technology services and devices
across the state. The Director of the
ATLP oversees the Assistive Technology Financial Loan Program, which negotiates
discounted interest rates with financial institutions and issues low interest
financial loans to people with disabilities, and their families, who need to
purchase assistive technology, home modifications, and vehicles for the purpose
of improving access and independence.

Main Purpose of Job
The
MD Technology Assistance Program (MDTAP), a program of the Maryland Department
of Disabilities, provides access to assistive technology services and devices
across the state. The Director of the ATLP
oversees the Assistive Technology Financial Loan Program, which negotiates
discounted interest rates with financial institutions and issues low interest
financial loans to people with disabilities, and their families, who need to
purchase assistive technology, home modifications, and vehicles for the purpose
of improving access and independence.
POSITION DUTIES
Manages and Oversees Fiscal Operations
Develops and administers the budget for the Assistive Technology
Loan Program including the annual operating budget and all active approved
loans;
Monitors loan performance and default rates and takes action when
needed to maintain an acceptable limit;
Negotiates with lenders and borrowers on delinquent loan paybacks;
Works directly with the State of Maryland Central Collection Unit
to retrieve money from clients that have defaulted. (This includes the payoff of
loan guarantees to the lenders, the preparation of debt assignments to CCU from
the ATLP, and the recording of recovery payments from CCU to the ATLP and the
proper recording of these payments to the client accounts).
Secures and maintains participation from the program’s lenders as
well as negotiates agreements with lenders and manages day to day affairs with
them; and
Approves all lender invoices for approved loan guarantees and
buy-downs.
Coordinates with appointed ATLP Board of Directors to facilitate
evaluation of ATLP Loan Applications and guide program policies and procedures
Convenes quarterly meetings of the ATLP Board; and
Solicits and recommends members for Board appointment; and
Conducts all required training for new Board members; and
Provides all required application documentation to the board for
the purpose of making loan decisions; and
Compiles and submits monthly Board vote summaries to the Board;
and
Reviews and recommends ATLP policy and procedure changes to the
Board.
Oversees guidance to applicants/borrowers in all phases of the ATLP loan
process
Oversees loan application process for each applicant; and
Oversees technical advice provided to applicants throughout the
loan process.
Ensures timely responses to all program inquiries, including new
and current loan applicant calls and emails.
Oversees the collection of data and develops all required State and
Federal reports
Ensures data collected and entered into the ATLP database is
accurate and current;
Ensures fidelity between the ATLP Database and state and federal
reporting requirements; and
Evaluates and ensures accuracy of internal database-generated
reports, using checks and balances to verify accuracy; and
Submits annual reports to the Governor, State of MD General
Assembly and the US Administration on Community Living.
Supervises staff of the ATLP
Provides training and guidance to all ATLP staff members; and
Oversees ATLP staff daily interactions with applicants, ensuring
timely and accurate interactions and correspondence.
ATLP Program Development
Develops and implements long-term strategic funding plan to ensure
longevity of the ATLP loan fund;
Convenes and supports sub-committees of the ATLP Board focused on
sustaining and expanding the ATLP and other initiatives deemed important to the
ongoing efforts of the program;
Develops innovative partnerships with state agencies and
organizations to expand the choice of loan products and services offered by the
ATLP;
Raises program funds through continued coordination with a grant
writing contractor, solicitation of other non-state funding sources, and
partnerships with state and non-profits to expand the ATLP Loan fund; and
Conducts marketing campaigns using direct mail, social media and
presentations in order to market the program; and
Participates in national webinars and conferences specific to
statewide alternative financing programs and facilitates ongoing relationships
to engage and learn from other state alternative financing programs; and
Researches new and innovate ways to develop, expand, and sustain
the program and loan fund(s).
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Experience collecting, analyzing, and/or interpreting programmatic
or consumer data
Experience in accounting, bank lending, and/or finance
Experience reading, analyzing, and communicating information on
credit reports
Experience
providing services, resources, and/or general information to individuals with
disabilities
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
