Introduction

As part of the Maryland State Department of Education, the Division of Rehabilitation Services (DORS) provides services to assist students with disabilities prepare for the work world, vocational rehabilitation services to assist adults with significant disabilities who are seeking to enter or reenter the workforce, and the adjudication of Social Security disability claims for the citizens of Maryland.

POSITION DUTIES

This important role will serve as the agency lead to create, modify, refresh, or retire appropriate Code of Maryland  Regulations (COMAR) as a result of legislative or policy changes. This position will work collaboratively within the Division of Rehabilitation Services (DORS) to research, recommend, and draft policy to the benefit of individuals with disabilities in Maryland. Additionally, the position will be responsible for the evaluation, analysis, research, and development of policies and regulations in accordance with State and Federal guidelines, or sub-regulatory guidance. This role will work collaboratively within DORS to implement updated policy and regulations, including development of reference materials and technical assistance to the agency.

Position Duties include: 

  • Guiding the development and implementation of DORS' policies and procedures. 
  • Revising, amending, and maintaining the agency's policy and procedure manual. 
  • Conducting legal, legislative, and policy research and analysis on issues related to DORS. 
  • Collaborating with the Office of the Attorney General for legal format of our regulatory changes. 
  • Using a Quality Assurance record instrument to ensure that client records contain required documentation.
  • Participating in committees and workgroups, such as the DORS Policy Review Committee and the Needs. Assessment Committee

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work. 

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications. Include clear and specific information on your application regarding your qualifications.

- A bachelor's or master's degree in law, public administration, public policy, or related field.

- Experience in public policy regarding people with disabilities.

SPECIAL REQUIREMENTS

Applicants must consent to State Police Investigation (fingerprinting) as a routine procedure for all employees with this Agency.
