Main Purpose of Job

This full-time contractual position, which serves as a Public Health Intelligence Analyst - MCAC Liaison, directly supports public health and medical customers by identifying, creating, and sharing relevant and actionable intelligence and information, through assessments, bulletins, briefings and/or investigative support. This position serves as the intelligence liaison between the Office of Preparedness and Response (OP&R) to the Maryland Coordination and Analysis Center (MCAC). This position will be detailed to the MCAC's Emergency Services, Health, and Weapons of Mass Destruction Branch. The position also performs a wide range of analytical functions including research, analysis and reporting on criminal, terrorism, public health, and cybersecurity related vulnerabilities, risks, and threats to the State of Maryland. The position provides predictive analysis based on relevant local, regional, national, or international intelligence information, trends, or activities. This position works in developing, supporting, and conducting statewide liaison and outreach activities as they relate specifically to public health and medical organizations; provides briefings and reports to public health and medical customers and collaborate with the same in creating multi-agency reports that are relevant to law enforcement and homeland security partners in both the public and private sector; assists the MCAC's Critical Infrastructure Protection Branch in cataloging, assessing, prioritizing, and reporting on the Public Health Sector related Critical Infrastructure and Key Resources (CI/KR) and specifically identifies vulnerabilities, threats, consequences, and overall risk originating from natural or manmade threats, both intentional and unintentional.

This position functions on a 24/7 status and is required to respond for public health emergencies, special events and/or emergency incidents, providing own transportation when necessary. This position is also eligible for Hybrid Telework per discretion of the Director/OP&R Leadership.

Note: Due to the nature of this work, candidate selected for this position must possess the ability to pass a Law Enforcement Background Check, including a drug screening test and obtain a government issued Top Secret Clearance.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience in intelligence analysis related to public health and homeland security. The candidate selected for this position should also possess the ability to pass a Law Enforcement background check, including a drug screening test and obtain a government issued Top Secret Clearance.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
