Introduction

The Governor’s Office of Crime Prevention, Youth and Victims Services (GOCPYVS) provides access to federal and state grant funds in an effort to support the Governor’s initiatives to fund the police and reduce crime, provide for victim’s services and for children & youth to mitigate adverse childhood experiences.

Main Purpose of Job

This position will collect, analyze and disseminate data on the performance of the Justice Reinvestment Act and provide research and analysis support to the Justice Reinvestment Oversight Board. This will include qualitative and quantitative program evaluations and grant program design that informs and contributes to the development of effective policy, data driven decisions, and legislative reform.

This position will be responsible for the majority of the law’s performance evaluation, as well as analysis supporting the Board’s expanding initiatives, including pretrial detention, victim restitution and recidivism reduction.

***This is a contractual position with limited benefits***.

POSITION DUTIES

Collecting, analyzing, and reporting Justice Reinvestment performance data to support the goals of the Oversight Board, the Advisory Board, and the Local Government Commission in the furtherance of reducing Maryland’s criminal justice population.

Create dynamic and interactive data dashboards using data visualization tools to better present and visualize criminal justice data.

Assisting in the planning, implementation, and evaluation of JRA-funded programs and policies

Compiling empirical reports to be used by criminal justice officials to make data and policy driven decisions.

Attend meetings and summits with various criminal justice partners.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Our Preferred Candidate Will Have the Following:

 

Proficiency in using Microsoft Office applications such as Excel, PowerPoint & Word and Power BI to create data visualizations.

 

Experience collecting and analyzing data to support policy and decision-making.

 

Experience working with criminal justice stakeholders.

 

Experience managing/reviewing grants.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Leave

Paid leave will accrue at a rate of one hour for every 30 hours worked.
