Introduction

The Maryland Department of Labor is accepting applications from qualified candidates for the position of Administrative Officer I. Administrative Officer I is administrative work requiring regular use of independent judgment and analysis in applying and interpreting complex administrative plans or policies.

Main Purpose of Job

This position is Reciprocity Specialist for both the Maryland Board of Barbers and the Maryland Board of Cosmetologists. The position requires the analysis, development, and implementation of complex professional oversight processes. Duties include; processing applications for license to practice and reinstatement of suspended license, composing Board correspondence to licensed professionals, professional associations and residents of Maryland concerning the state statutes and Board regulations and policies and review and prepare daily bank deposit. This is an administrative position working with the Executive Director and Assistant Executive Director and other Board staff to improve the effectiveness and efficiency of the Boards oversight of professionals to protect the public. This position may provide direction and instruction, of one or more clerical staff. It involves daily interaction on the Board’s behalf with professionals, licensees, and the public. The job responsibilities of this position are essential to the mission of the Boards and the livelihoods of thousands of professionals in Maryland.

POSITION DUTIES

Duties of this position include, but are not limited to:
  • Certifications-Performs verifications of licensure and examination for licensees to be sent to other States, including researching automated records, internet, and archives. Reviews verifications of training/transcripts from other states/countries to approve candidates for licensure or to sit for the State exam to obtain licensure. Processes applications for reinstatement of suspended licenses. Identify problem areas in the endorsement process and recommend appropriate solutions based on logical consideration of alternatives. Develop and maintain relationships with other State Agencies for the purposes of acquiring pertinent information for the candidate requesting licensure in Maryland. 
  • Deposits-Process incoming application and the corresponding payments. Ensure payment is adequate to the service that is being requested. Reviews information to verify accuracy prior to the Executive Director/Assistant Executive Director signing off on the deposit.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience interpreting and applying a variety of laws, rules, regulations, standards and procedures

Experience preparing accurate work-flow charts, organization charts and other analytical aides

Experience identifying problem areas and recommend appropriate solutions

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
