The Department of Human Services (DHS) is the state’s human services provider. DHS helps Marylanders buy healthy foods, pay energy bills, and obtain medical assistance. Services are provided by DHS through the 24 Local Departments of Social Services which represent each of Maryland’s counties and Baltimore City. Main Purpose of Job

The position is the Deputy Assistant Director of Operations for the Family Investment Division within the Baltimore County Department of Social Services. The position provides leadership, management and monitoring oversight. The position develops tools for oversight of performance indicators, develops written procedures regarding compliance and error reduction strategies; performs analysis and ensures that district offices are meeting compliance and; oversees all audits, and monitors contract compliance for programs.

POSITION DUTIES

  • Oversees the critical success of the Family Investment programmatic operations, which include monitoring program compliance, develop work procedures and administrative controls, overpayment (Appeals, Hearings), training, contract monitoring and error reduction strategies. Monitors the processes and procedures of the District Offices to provide support regarding training, audits, develop standard operating procedures.  Plan and identify corrective action strategies to reduce errors and deficiencies.  Performs analysis and ensures that the District Offices meet compliance benchmarks with applicable program regulations and policies.  Assist and provide feedback in the development of departmental policies, procedures, and practices.  At all times the incumbent will provide customer service to both internal and external customers, that meet or exceeds the standards set by the Department. Serves in the absence of the Assistant Director of FID.
  • Designs, develop, implement, and monitor District Office processes and procedure to enhance services by communicating with key personnel to evaluate existing services.  Develop corrective action plans and strategies to address District Office deficiencies. 
  •  Coordinate training for all Family Investment Staff.  Make recommendations for training activities by   evaluating staff needs based on policies and procedures.  Conducts periodic audits, as needed.
  •  Oversee and monitor the overtime expenditures operations budget.
  • Oversee personnel activities to include interviewing, monitoring and counseling employees.  Recommends disciplinary actions, hiring of staff for the Overpayment and Training Units. 

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Eight years of experience in administrative, professional or technical work, three years must have involved        supervision of other employees or exercising responsibility for program development.

Notes:

1. Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours   on a year-for-year basis for up to two years of the required general experience.

2. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1) 3 yrs experience in Family Investment Program in a Supervisory or managerial position in a District Office setting.

2) Two years experience monitoring compliance, conducting audits and implementing error reduction strategies, knowledgeable of overpayments/underpayments and the Appeals Process. 

3) One year experience  navigating the Eligibility and Enrollment system reviewing and evaluating reports for successful outcomes.

·       Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

·       Annual Leave - ten (10) days of accumulated annual leave per year.
