Introduction


The Maryland Department of Human Services (DHS) is the state’s human services provider. DHS helps Marylanders buy healthy foods, pay energy bills, obtain medical assistance and establish and collect child support. DHS also works to ensure that children, adults and families are stable and safe from abuse and neglect. Services are provided by DHS through the 24 Local Departments of Social Services which represent each of Maryland’s counties and Baltimore City. DHS employees serve more than 1 million Marylanders annually, working directly within the community to bring positive outcomes to Marylanders.


This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The District Manager manages, directs, coordinates, and guides staff in the administration of Family Investment programs for a district office of Prince George's County Department of Social Services. Ensures the utmost program access, payment accuracy, timely and compliant delivery of services that assist families, encourage self-sufficiency, and promote personal responsibility. This position assists in the formulation of departmental policies, devises and installs work procedures and administrative controls, assists and guides the staff in overall planning of the activities of the district office and reviews the operating efficiency of the district office. Job Duties: Leads, motivates, develops, monitors, and ensures the evaluation of district office staff in order to ensure optimal individual, unit and office performance for quality service delivery to customers; monitors the performance and outcomes of district office Family Investment programs and their initiatives in order to ensure accurate and timely program compliance and to develop program enhancement and improvement strategies; fosters and promotes positive relationships between the district office and customers (internal and external) in order to ensure quality delivery of services and a positive work environment; and is responsible for monitoring Overtime budget and Emergency Assistance to Families budget/allocation.

POSITION DUTIES

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Eight years of experience in administrative, professional or technical work, three years must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours   on a year-for-year basis for up to two years of the required general experience.

2. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

One year of the required minimum experience must have been in planning, training or in a consultative capacity in a Family Investment Program.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

Three years of experience working with budgets of at least $100,000.

Three years experience using Microsoft Word, Excel, Eligibility and Enrollment, and Google Apps.

Two years supervisory experience in a Family Investment Program.
