POSITION DUTIES

This position assists the Director in the daily operations of the Office of Equity Assurance and Compliance (OEAC) by providing administrative and clerical support, technical assistance, and ensuring agency compliance related to anti-discrimination and retaliation in the workplace and programs operated by MSDE.

Responsibilities include:  
  • Conducts discrimination complaint intakes, provides and reviews complaint forms from employees, applicants, and program participants.  
  • Investigates internal complaints of discrimination assigned by the OEAC Director  
  • Drafts investigative summaries and determination notices approved by OEAC Director.  
  • Reviews ADAAA Reasonable Accommodations Requests, supporting documentation, and issues approval and denials, and request for additional information.  
  • Conducts Sexual Harassment Prevention and other EEO training, as needed.  
  • Develop and manage recordkeeping databases.  
  • Documents technical assistance requests, OEAC appeals and complaints, and answers equity related questions.  
  • Develops, revises and reviews EEO departmental policies.  
  • Creates and maintains office inventory of equipment, furniture and supplies. 
  • Coordinates various trainings.  
  • Composes and processes written correspondences  
  • Maintains confidential files, reports, records, and other materials, including state archiving filing systems.  
  • Manages and coordinates Visual Communications Services (VCS) and Foreign Language Interpretation and Translation Services (FLITS) upon request.  
  • Act as liaison for OEAC procurement matters

MINIMUM QUALIFICATIONS

Experience: Five years of experience, one year of experience implementing an equal opportunity program in employment or equal access program and ensuring adherence to fair practice standards and an additional four years of experience directly related to protected groups in the areas of compliance with civil rights statutes or community and human relations.

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience implementing an equal opportunity program in employment or equal access program and ensuring adherence to fair practice standards for the required experience.

2. Candidates may substitute post-baccalaureate education from an accredited college or university in the fields of personnel administration, human resources management, business administration, public administration, statistics, tests and measurements or psychology at the rate of thirty credit hours for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in equal employment opportunity classification or equal employment opportunity specialty codes in the equal employment opportunity field of work on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • At least two years’ experience working with Microsoft Excel or similar programs, designing, developing, and managing multiple databases independently.  
  • Experience utilizing Smartsheet, Microsoft Teams and Google Workspace  
  • Knowledge of federal and state civil rights laws related to employment and education. 
  • Experience handling confidential information. 
  • Experience conducting interviews and drafting investigative summaries, reports, or legal writing.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
