Main Purpose of Job

The Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Maternal and Child Health Bureau (MCHB)'s mission is to protect, promote and improve the health and well-being of all women, newborns, children, and adolescents in Maryland. MCHB programs and activities strive to strengthen and support the Maternal and Child Health infrastructure, as well as ensure the availability and accessibility of preventive and primary care services for women, children, and adolescents.

This position will provide leadership for the Children and Youth with Special Health Care Needs (CYSHCN) Title V Program in the Office for Genetics and People with Special Health Care Needs (OGPSHCN). The foundation of Maryland Title V programs is the federal Title V Maternal and Child Health Block Grant Program. Utilizing public health expertise, this position will play a key role in the strategic planning and implementation of priorities for CYSHCN, under the federal Title V Maternal and Child Health Block Grant Program.

This position will also serve as a liaison between OGPSHCN, and both its internal and external partners, in order to further the population-based and infrastructure building efforts for CYSHCN. Additionally, this position will oversee the grants administration process for funding provided to Local Health Departments and community-based organizations which are focused on CYSHCN priorities.

Furthermore, this position will work closely with OGPSHCN and MCHB leadership to develop and implement the annual State Title V Strategic Action Plan, including the preparation and submission of the annual report and application. This plan is the State’s strategic action plan to improve the lives of approximately 250,000 children and youth with special health care needs. In addition, this position will coordinate grantee and stakeholder meetings; develop and present outreach and education materials to diverse audiences; and, could be asked to represent OGPSHCN on advisory councils and committees.

Finally, this position will be responsible for the development and implementation of projects, in furtherance of selected Title V national performance measures, including Health Care Transition, Medical Home, and others. This position will integrate principles of Family Professional Partnerships (FPP) and Family-Centered Care across all projects.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.

Experience: Six years of professional experience in health services, three years of which must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and three years of which must have been at the managerial or supervisory level.

Notes: 

1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field, plus an additional year of professional experience in health services, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Health Services Administration specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have federal grant experience, as well as professional experience in the area of Public Health, specifically the Maternal and Child Health field. The desired candidate should also have experience managing projects, including developing work plans and overseeing budgets.
