Introduction
This is a FULL TIME Contractual Position.

Main Purpose of Job
POSITION DUTIES
Confer with hiring managers to determine the appropriate method for recruitment efforts for civilian vacancies; verify appropriate classification for positions prior to receiving authorization to fill vacant positions.
Create Job Requisitions and Recruitment Planners utilizing JobAps for civilian recruitment efforts.
As applications are received, screen and review for completeness and ensure the applicant meets the minimum qualifications established by the Department of Budget and Management (DBM). Annotate the applications after review.
Compose and send qualified/disqualified notices to all applicants
Create certified eligibility list utilizing JobAps.
Schedule interviews
Compose and send interview notices to the applicants chosen to be interviewed and after interviews, send notices to those applicants that were not chosen to process any further.
Compose and send Conditional Offers of Employment to applicants that have been selected to continue processing for employment.
Receive background investigations and polygraph examinations and review for consistent content throughout the entire application process
Make contact with other State agencies to determine salary rules.
Prepare hire packet for review by appointing authority.
Perform other related duties as assigned by Supervisory or Command personnel.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
1. Two years of experience in the use of JobAps involving recruitment and employment services.
2. Experience reviewing and rating, applications and resumes for employment.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
SPECIAL REQUIREMENTS
In accordance with Section 2-204(b)(6) of the Public Safety Article, Candidates for position in this classification will be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.
SELECTION PROCESS
Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.
EXAMINATION PROCESS
The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
BENEFITS
Contractual employees who work for an agency covered under the State Employees and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
