Main Purpose of Job

This position will function as the primary approval authority for Maryland State Trooper and Cadet candidates during the application process. The position will provide direction, oversight, technical knowledge, and assistance to the applicants and will support the sworn recruitment units hiring goals and objectives. The position will evaluate employment applications against Maryland Police Training Commission and Maryland State Police rules and regulations and determine rejections.

POSITION DUTIES

Review, reject or approve initial and primary employment applications to determine which are eligible to move forward in the sworn selection process;

Fields telephone and email inquiries regarding a candidate's potential to become a Maryland State Trooper;

Assists candidates with navigating through the state's online application system;

Develops, reviews, and implements strategies, polices, processes, programs, and controls for meeting the Maryland State Police hiring goals;

Responsible for the formulation, establishment or modification of program goals and objectives through analysis of available job data, trends, best practices, alternatives, and or available resources to ensure recruitment and departmental objectives;

Where applicable plans, organizes and supervises the work of assigned subordinate personnel;

Prepares correspondence to applicants, command staff and others as directed by the unit commander;

Maintain contact with prospective applicants during mid cycle recruitments;

Ensure completeness of application packets and supporting documentation;

Prepare/present completed applicant packets to the Police Selection Committee for final banding;

May sit as a voting member on the Police Selection Committee.

Works collaboratively with all departmental units including the related units within the Recruitment & Selection Unit, Human Resources Division, incumbent employees and commanders to ensure timely and accurate tracking and processing of applications;

Assists administrative/clerical staff with data entry for applicants in the State's online employment center.

Assists and supports the sworn recruitment staff with targeted recruiting activities.

Conducts applicant background investigations and or supplemental updates.

Performs other related duties assigned by the unit commander.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. Experience in the use of JobAps involving recruitment and employment services.

2. Experience reviewing and rating, applications and resumes for employment.

3. Prior Law Enforcement experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, Candidates for position in this classification will be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification.

Therefore, it is essential that you provide complete and accurate information on your application.

Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTEF QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.


EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.

BENEFITS

Contractual employees who work for an agency covered under the State Employees and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
