Main Purpose of Job

The Maryland Higher Education Commission (MHEC) has two main purposes: (1) Academic planning and policy analysis and (2) financial assistance. The Office of Student Financial Assistance (OSFA) is responsible for all State student financial aid programs, administering over $100 million in grants and scholarships in Maryland. Financial aid programs include need-based grants which are awarded on the basis of the student's ability to pay; merit-based scholarships given to students with special talents; decentralized scholarships for students entering certain workforce programs; awards to unique populations, such as military veterans; and legislative scholarships. The Administrative Officer – Higher Education position is responsible for providing support for the Office of Student Financial Assistance’s (OSFA) 26- financial aid programs for Maryland students. This position is responsible for a variety of duties ranging from the processing of applications, providing customer support, fielding incoming calls, responding to emails, processing a high volume of financial aid documents, review appeals, review and reconcile programs, and conducting document verification according to program guidelines. Provide direction and leadership to decentralized staff in day to day functions and responsibilities. Make recommendations to Staff Specialist regarding program process improvement for decentralized programs. This position is the Administrative Officer II for decentralized programs/FAO-Institutions within the Office of Student Financial Assistance (OSFA). This position is responsible for assisting in the oversight, management and direction over OSFA's decentralized financial assistance programs, assisting the Staff Specialist I in reviewing and updating decentralized program policies and procedures as well as providing training and support to decentralized program administrative specialist III staff. The Administrative Officer II must be knowledgeable in aspects of the decentralized programs and functions.

POSITION DUTIES

Assist in the oversight, management, and direction of the day-to-day tasks and operation functions for each program within the assigned unit. Operational functions include assisting the Staff Specialist I in reviewing statutory requirements and developing and/or updating policies and procedures as well as oversight and internal review of administration of all programs within assigned unit.In collaboration with the Staff Specialist I, provide leadership, direction, and guidance for decentralized financial assistance program staff members in a lead worker capacity.Assisting the Staff Specialist I in providing training and support to administrative specialist III staff within assigned unit.  Assist with the analysis of current and proposed legislative policy implementation and changes for the Director, Commissioners, Secretary of Higher Education, and external stakeholders such as the Department of Legislative Services (DLS) and Department of Budget and Management (DBM).Monitor processes and timeline for each program within unit to ensure compliance with Maryland law and regulations and assist in the overall oversight of all programs within unit; maintain internal review process of administration of programs. Assist Staff Specialist I with implementation and testing of programs. Assisting in reporting technical issues to Associate Director of systems through proper channels and notify staff when technical issues are resolved. Report and troubleshoot technical issues in a timely manner. Assist in resolving findings of internal audit reviews Act as a liaison between Staff Specialist I and Administrative Specialist and interim manager when needed.              

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in higher education institution such as a university, college, or financial aid institution
Experience in student financial aid interpreting, reviewing and verifying applications against policies and relevant laws.
Data analysis experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.
